INCIDENTS

96-146 - George Washington Parkway (Virginia) - Follow-up on Fatal MVA 

On November 22nd, N.T., 26, of Fairfax, Virginia, was sentenced in
federal district court to ten-and-a-half years in prison for his role in the
motor vehicle accident which killed three people on the parkway last spring. 
On April 17th, N.T. and another driver, B.C., also 26, got into an
argument while heading northbound on the parkway.  According to witnesses,
the two drivers passed each other several times and were screaming at each
other.  They were both traveling at a very high rate of speed when one cut in
front of the other as they approached a bridge over Pimmit Run.  At that
point, both vehicles went out of control, crossed a narrow grass divider into
the southbound lane, and struck two vehicles.  B.C. and the drivers of each
of those vehicles - N.M., 41, and G.S., 49 - were killed
instantly.  N.M. was a Navy reserve officer just returning to work after
staying at home to raise her three small children.  G.S. was a former
Montgomery County police officer.  N.T. received ten years on two counts of
involuntary manslaughter and six months for illegal possession of a handgun. 
Even with time off for good behavior, he will have to serve nearly nine years
of the sentence.  The U.S. attorney commended USPP detective Ernest
Hoenigmann for his work in the prosecution of N.T.  [Bill Lynch, LES,

96-650 - Isle Royale NP (Michigan) - Follow-up on Vessel Grounding

A tugboat from Canada returned to Passage Island on November 20th to attempt
limited salvage work on the beached 110-foot passenger vessel "Grandpa Woo"
and discovered that the ship had broken in half since it went aground on
October 31st.  The front half of the vessel is now lying on the bottom of
Lake Superior in 30 feet of water; the stern section remains aground at the
base of a shoreline cliff.  The vessel's owner is applying for a Corps of
Engineers permit to scuttle the vessel.  Both fuel tanks breached, but Coast
Guard personnel report no evidence of fuel or oil around the vessel or on the
shoreline.  Salvage options this season are limited by the lack of heavy lift
salvage equipment and by winter conditions.  The park is researching legal
options regarding further salvage work next year.  [Pete Armington, CR, ISRO] 

96-659 - Bering Land Bridge NP (Alaska) - Follow-up on Oil Spill

Cleanup personnel have arrived at the scene of last week's spill of 28,000
gallons of diesel fuel at the Navy facility in Wales, Alaska.  Coast Guard
monitors have confirmed that about a thousand gallons of fuel oil spilled
onto the ground and ice outside the secondary containment field, and that
another 3,000 to 5,000 gallons remain unaccounted for.  The tank farm with
the leaking tanks is located about 350 yards from the Bering Sea and a
thousand yards from the stream that supplies drinking water for the village
of Wales.  The fuel oil has gotten to within 15 yards of the Bering Sea. 
Absorbing and blocking devices have been placed on the ground to prevent the
oil from entering the water.  The Navy has deployed an inland response
equipment set and two temporary storage bladders to facilitate the cleanup;
additional response equipment is being flown in by the Air Force.  At this
time, it does not appear that the fuel will reach the Bering Sea or the
park's shoreline.  The spill occurred on September 15th when high winds
knocked off a catwalk, which in turn sheared off valves on two storage tanks. 
The remote Navy station, located about 30 miles from the park, is manned by
one caretaker.  Inoperable phone lines prevented him from reporting the spill

96-661 - National Capital Parks East (D.C.) - Pursuit; Two Fatalities

Park Police officers attempted to stop a stolen vehicle occupied by four
juveniles around 1:30 a.m. on November 24th.  The driver refused to stop, and
a chase ensued.  The officers pursued the vehicle for about two miles at
speeds in excess of 60 mph.  The chase ended when the vehicle struck a
traffic island and a tree.  The operator and front seat passenger, both 16
years old, died instantly; the two other juveniles riding in the back seat
were badly injured.  Both are in the hospital in serious condition.  The

96-662 - Lake Mead NRA (Nevada/Arizona) - Human Remains Found

On November 23rd, three hikers walking in the upper Gypsum Wash area
discovered skeletal remains.  Park and Las Vegas investigators responded. 
Indications are that the remains had been in the area for three to six
months.  The case is being investigated as a homicide, and is not associated
with the incident in which human remains were found near Lakeshore Drive

96-663 - Yosemite NP (California) - Slides, Road Closure

Highway 140 was temporarily closed on the night of Thursday, November 21st,
after a flash flood caused by heavy rains washed debris, large boulders and
silt onto the roadway.  Park and CalTrans road crews worked through Friday to
clear the road from the park's west boundary in El Portal to a point about a
quarter mile to the east.  Their efforts were hampered by additional slides,
as hard rains continued to fall through the day.  The road was finally

96-664 - Virgin Islands NP (Virgin Islands) - Flooding, Road Closure

During the morning of November 21st, just over three inches of rain fell on
the park.  Due to a wet summer and the over six inches of rain that had
already fallen on the park this month, soils on the island were saturated and
rain ran off the hillsides into drainages.  This caused extensive flooding on
Northshore Road, the main highway into the park.  The road was closed for
about two hours during the storm, and one lane remained closed for most of
the day due to mud and rock slides.  Since more rain was forecast, the
superintendent decided to close the park around 9 a.m.  Caneel Bay, the only
resort opened within the park on St. John, received minor flood damage, and
about a third of the concession-operated campground in Cinnamon Bay was also
flooded.  Campers in the low areas were evacuated to campsites on higher
ground.  The campground was still flooded at the time of the report on Friday
morning, but all roads and beaches were open.  [Randy Follet, VIIS]
