INCIDENTS

96-682 - Obed W&SR (Tennessee) - Flooding

On Saturday, November 29th, flow levels in the Obed River system exceeded
100,000 cubic feet per second (cfs) for the third time in the past five
years.  At noon that day, the gauge reading was 2,397 cfs; by midnight, it
had reached 106,902 cfs.  The park's primary picnic and camping areas were
submerged under the tremendously fast flowing water.  Boaters on the upper
part of Daddy's Creek put in at moderate water and within hours were forced
to paddle in a flash flood.  By the time the members of the group reached the
shore, they were separated from each other and on opposite sides of the river
in remote areas.  The local rescue squad was notified, and all of the boaters
were eventually found.  Despite repeated warnings from a park ranger, one
inexperienced boater attempted to do an overnight trip on Upper Clear Creek
(technical class 2/3) on Monday night.  Another group of boaters later
discovered him on shore - wet, cold, and with most of his gear floating down
the river.  His boat had broken in half when he pinned on a rock in the
current.  He was able to hike out of the gorge to a nearby farmhouse, where
he got a ride back to his vehicle.  By Tuesday, the water had receded to

96-683 - National Capital Parks East (D.C.) - MVA with Fatality

W.M., 77, was killed in a two-vehicle accident on the Suitland
Parkway just after 6 a.m. on December 2nd.  Investigation revealed that
W.M. ran a traffic signal at the intersection of the parkway and
Forestville Road and was struck broadside by a pickup truck.  The driver of
the truck sustained only minor injuries.  [Bill Lynch, LES, NCFAO]

OPERATIONAL NOTES

CIRS Status: Software for the Criminal Incident Reporting System (CIRS) has
been installed on computers at about 300 park units.  Some units have as many
as 30 sub-sites installed.  The field version runs under DOS, Windows 3.1, or
Windows 95 systems, and transfers data among sites using the DOS Remote
cc:Mail software in batch mode.  The expected date for the LAN and the next
version of CIRS has been pushed to March due to several factors, including
the complexity of the changes and the unavoidable distraction of assignments
related to moving the Information and Telecommunication Center to the Main
Interior Building in WASO.  The version under development will add support
for the current versions of cc:Mail software for Windows and for the LAN.  It
will also add support for running CIRS from Novell or Windows NT LAN servers. 
We recently learned that there will be mailbox changes in the next version of
the Windows and LAN cc:Mail software to be released next year, but have not
yet determined whether we will be able to support the new versions  
immediately.  A number of requests have been received for excess computers
and efforts are underway to obtain the equipment and ship it out.  SEFA
offices recently moved buildings and we are still sorting out property. 
Efforts are also being made to obtain some funding to provide support to the
parks that need larger computers to run their headquarters CIRS program. 
Parks should also check with their respective field area offices to see if
there are any 386 or better computers that are available when other offices
