INCIDENTS

96-466 - Lake Mead (Nevada/Arizona) - Follow-up on Drowning

L.D., 45, of Las Vegas, drowned while SCUBA diving alone near Boulder
Beach on August 10th last year. The depth of the water at that location
ranges from 210 to 240 feet and visibility is extremely poor. Repeated
efforts by park divers to find him were unsuccessful. In September, L.D.'s
wife hired C.R. Cleland's Marine Salvage Search and Rescue to conduct
additional searches. Company divers searched on 15 days over several months
during the fall and early winter. During their last scheduled dive on
December 31st, they found L.D.'s body at a depth of 200 feet with a
remotely operated underwater vehicle. The divers recovered the body, which
was turned over to the county coroner's office. [Bud Inman, LAME]

96-707 - Lassen Volcanic NP (California) - Follow-up on Storm Impacts

Helicopter flights and ski patrols over the past weekend led to the discovery
that the park road has sustained damage at five additional locations. The
extent of the damage will not be known until ground crews can reach the areas
and complete assessments. Juniper Lake Road and Warner Valley Road outside
the park both sustained major damage, including the loss of at least one
bridge, a box culvert, and numerous washouts. These roads provide the only
access to the southeast portion of the park. The water intake system for
Manzanita Lake sustained damage, but continues to provide non-potable water
for staff and the sole resident at that location. High winds and driving
rains caused water damage to both the exteriors and interiors of several park
structures. The water system at park headquarters at Mineral has been
repaired and is being tested. Residents should have potable water by
tomorrow morning. Work will begin on the mudslide blocking the park road a
half mile south of the south entrance this week. The road to Chalet should
be open for administrative travel by early next week. Once the debris from
the slide has been removed, the road will be inspected to determine if it can
be made safe for public travel. [Russell Lesko, PIO, LAVO]

96-718 - Yosemite NP (California) - Car Clout Arrest

On December 20th, a juvenile who resides in Yosemite was taken into custody
and charged with burglary. The arrest followed a four-month-long
investigation into ten vehicle burglaries and attempted burglaries in
Yosemite Valley. In each case, a large rock was used to break one or more
windows of a vehicle to gain entry. The break in the case came when
information was received after one of the victims posted a $500 cash reward
for return of his lap top computer and two diskettes containing over a year's
worth of irreplaceable work. A search warrant was obtained and some of the
property was recovered, including the computer and diskettes. Additional
stolen property was recovered from residences within Mariposa County. More
arrest are anticipated as investigators continue to identify accomplices.

96-719 - Yosemite NP (California) - Search; Missing Person

On the night of December 28th, rangers were dispatched to investigate a
report of a stabbing at an inholder residence within the employee housing
area in El Portal. The female occupant of the house told them that a male
friend had stabbed himself in the chest with a pair of scissors, then fled,
wearing only a pair of underwear even though the weather was cold and rainy.
Scissors and blood were found in the house. There was also evidence
indicating that he might be intoxicated. A hasty search of the area was
begun by rangers and county deputies, but no sign of the man was found.
Since the area is one of proprietary jurisdiction, the sheriff's office
assumed responsibility for the search, which continued without success for
two more days. The man is now listed in NCIC as a missing and endangered
person. The investigation continues. Seven park law enforcement and EMS
personnel responded to the initial call. [Mark Harvey, YOSE]

97-8 - National Capital Parks Central (D.C.) - Suspected Bomb

During the early hours of Monday, January 6th, Park Police officers
encountered a man - Alphonze General, 36, of no fixed address - on
Constitution Avenue who matched the description of an individual wanted by
the Secret Service for threats to the President. General had a small
suitcase in his possession which contained batteries, wiring and a package
wrapped in plastic and secured with tape. Because of recent events involving
mail bombs in Washington, the area was evacuated and Constitution Avenue was
closed from 17th Street to 19th Street and emergency ordnance personnel were
summoned to examine the suitcase. They detonated it and found that it
contained personal items. General was interviewed by the Secret Service and
released. The avenue was reopened to traffic at 7:10 a.m. [Bill Lynch, LES,
NCFA]
