INCIDENTS

96-168 - National Capital Parks East (D.C.) - Resource Violation

On the afternoon of April 22, 1996, a concrete truck owned by Opportunity
Concrete backed into Fort Circle Park and dumped excess concrete on the
ground.  The operator then washed down the truck's delivery chute and mixing
drum and left the area.  Neighbors reported the incident to Park Police, and
an investigation was begun.  The company recently agreed to hire a private
contractor to clear solid waste that has been dumped on park land in that
area in lieu of prosecution.  Officer David Dyer investigated the incident
and negotiated the settlement in concert with park officials.  Park staff and
Park Police officers are working closely together in this area to combat a
growing environmental threat to park lands in southeast Washington.  [Bill

97-19 - Jean Lafitte NHP (Louisiana) - Winter Storm Impacts

A winter storm brought freezing rain and sleet to the park's Acadian units in
south central Louisiana on January 12th and 13th.  The resulting ice brought
down power lines and trees and closed area roads, including Highway 101 from
Lafayette to Baton Rouge.  Due to the hazardous conditions, the Acadian and
Prairie Acadian culture centers in Lafayette and Eunice were closed from noon
on Sunday through Monday.  Both reopened on Tuesday.  There was no apparent
damage to buildings or live oak trees.  The park's other units were not
affected and remained open.  [Superintendent, JELA, 1/16]

Firebreaks on Park Land - Lake Roosevelt (formerly Coulee Dam) is seeking
assistance regarding the issue of private land owners seeking to develop
firebreaks on park land adjacent to private property and residences.  In many
situations, these residences are located within a few feet of the park's
boundary.  In past years, the park issued special use permits to land owners,
authorizing development of lawns; these permits were recently terminated.  If

greatly appreciated.
