OPERATIONAL NOTES

Law Enforcement Retirement - A small team is currently at work in Ranger
Activities reviewing the hundreds of packages sent in by parks requesting
6(c) coverage for individuals occupying designated 6(c) positions; that is,
requests for coverage for prior 6(c) service for incumbents who do not have
individual coverage yet.  The bulk of the reviews should be completed this
week, and will be forwarded to the Department for approval.  Parks that have
requested additional time to complete their submissions should make every
effort to get their requests - or any packages which are complete - to Bill
Sanders in Ranger Activities by next week.  There is no need to delay all
submissions solely to package all coverage requests together.  Requests
received after the team completes its work may take some time to review. 
Ranger Activities has relocated within the Main Interior Building.  Please
use Room 7416 (rather than Room 3314) in your address.  Phone numbers to all

CFC Smuggling - EPA has advised the Service of increased smuggling of CFCs
(chloroflurocarbons) from Mexico into the United States.  Production of new
CFCs, used for refrigeration, is now illegal in the U.S., as they contribute
to depletion of the ozone layer.  CFC production is still legal in Mexico,
however, and CFC smuggling from that country is now considered as profitable
as cocaine trafficking.  CFCs may be smuggled in a variety of gaseous
cylinders of all shapes and sizes, which are packed in boxes.  They've also
been transported in drums on occasion.  Suspected activity should be reported
to your local Customs, EPA or FBI office.  [Einar Olsen, NPS Environmental
