INCIDENTS

97-55 - Independence NHP (Pennsylvania) - Death of Employee

Mechanical engineer Anthony Digneo died of heart failure at the age of 48 on
Tuesday, February 11th.  Tony had worked in the park for the past two years,
and was responsible for coordinating information on the park's utilities
improvement project among park, regional and Denver Service Center personnel. 
He worked for the Philadelphia Naval Base for 28 years before joining the
Service.  A funeral mass will be held on Saturday at 10 a.m. at St. Peter
Celestine Catholic Church, 402 Kings Highway, Cherry Hill, New Jersey. 
Letters of condolence may be sent to Mrs. Santina Digneo. Donations may be
made to the American Heart Association, 600 White Horse Pike, Audubon, NJ,

97-56 - Blue Ridge Parkway (North Carolina/Virginia) - Car Clout Arrests

A number of visitor vehicles were broken into last year in the Linville
Falls-Grandfather Mountain area of the park.  On January 8th, police from
Boone, North Carolina, arrested two men - J.M. and J.C.,
both of that state - who subsequently confessed to breaking into
vehicles in the park and on surrounding Forest Service lands.  Ranger Kathryn
Brett worked with Boone officers on the investigation.  Confessions and
residential searches have linked the pair to at least six car clouts in the
park.  On January 1st, Brett arrested Dale White of Bladenboro, North
Carolina, for an unrelated series of car clouts, also in the Linville Falls
area.  Brett recognized White from photographs taken when he attempted to use
ATM cards taken in those break-ins.  At the time of his arrest, White had in
his possession burglary tools and clothing worn when the ATM photos were
taken.  White's arrest has cleared another four car clouts which occurred in
the park.  The investigation continues. [CRO, BLRI, 2/13]

OPERATIONAL NOTES

Firearms Update - Questions have arisen regarding weapons property transfer
procedures.  All FLETC-issued firearms come with a property receipt and a DI-
104 property transfer form.  The receiving ranger signs the receipt and
returns it to FLETC.  The park property officer signs and returns the 104
after entering the firearm into the park's inventory and the PROP system to
reflect the change.  When a ranger transfers to another park, the firearm
transfers with him or her along with a 104 to the new duty station.  When a
ranger leaves the Service or moves to a non-law enforcement position, his or
her firearm is shipped back to FLETC with a 104 for inspection and reissue. 
Firearms for seasonals are issued from FLETC to the park's chief ranger with
a 104.  The chief ranger then issues the firearm to the seasonal ranger for
duty at that station only.  Seasonal rangers do not transfer with their
firearms.  Please also note that all current, non-issued Sig P-228's held by
parks must now be returned to Joe Johnson, NPS, FLETC, Building 64, Room 220,
