INCIDENTS

97-72 - Biscayne (NP) - Follow-up on Fatal Boating Accident

The body of the fourth passenger of the 17-foot boat that sank several miles
east of Boca Chita Key on February 25th has been found.  A park ranger
spotted it between Soldier's Key and the Ragged Keys while searching in a
Coast Guard helicopter.  Rangers recovered the body and turned it over to
Florida Marine Patrol investigators who are leading the accident
investigation.  The search was conducted by the park with assistance from the

97-74 - Gulf Islands NS (Mississippi/Florida) - Death of Employee

Park maintenance worker Robert Johnson was killed in a motor vehicle accident
near Gulfport, Mississippi, on the afternoon of February 28th.  He was on his
way home from work in his private vehicle when the accident occurred.  Robert
was employed in the park's Mississippi District.  Additional details will be

97-75 - George Washington Memorial Parkway (Virginia) - MVA with Fatality

J.M., 55, of White Plains, Maryland, was killed in a single vehicle
accident on the parkway near Mount Vernon on the afternoon of February 26th. 
J.M. was traveling northbound on the parkway when his Ford Explorer
crossed both southbound lanes and struck a tree.  Witnesses said that the
vehicle was being operated in an erratic manner just before the accident.  An
investigation is underway.  [Bill Lynch, LES, NCR, 2/28]

OPERATIONAL NOTES

OSHA Inspections - Parks should be prepared for OSHA inspections at any time. 
A number have been conducted in parks recently following fatal employee
accidents, but they can and are being conducted for other reasons:

o A high accident rate based on Office of Worker's Compensation Program
(OWCP) claims.
o Employee complaints.
o When three or more employees are hospitalized due to a work-related
accident.
o A general scheduled inspection.

In the event that your park is inspected by OSHA, a compliance safety and
health officer (CSHO) will identify him or herself and present his or her
credentials.  The CSHO will ask for the official in charge.  It would be
advisable at this time for the superintendent to meet with the CSHO.  If the
superintendent chooses not to accompany the CSHO during the inspection, he or
she should identify a representative.  If the park has a union, the CSHO may
also ask for the union representative to take part in the inspection.  The
CSHO may ask to review the accident records, park safety plan, and other
records concerning the safety and health of employees, and may inspect any
building, installation, facility, construction site, work area, or other
environment where employees are working.  During the inspection, the CSHO may
speak privately with any employee or supervisor.  If the CSHO asks questions,
they should be answered fully and honestly.  At the conclusion of the
inspection, the CSHO will confer with park management and the union
representative and informally advise them of any apparent unsafe or
unhealthful working conditions disclosed by the inspection.  This is the time
to discuss the abatement of apparent unsafe conditions.  The CSHO will write
a report called a "Notice of Unsafe or Unhealthy Working Conditions" which
the work site will receive in the mail.  By the time this report is received,
corrective actions should be already be underway to abate noted unsafe or
unhealthful working conditions.  [Safety Division, WASO]

Communications Problem - The cc:Mail hub in Philadelphia, through which the
Morning Report is routed, suffered a database problem some time after last
Tuesday and had to be restored from Monday's backup.  Messages sent from
midnight Monday through Thursday may not have gotten through.  If you did not

Offered in conjunction with the George Wright Society conference,
which ends at noon on the 21st.  This 12-hour course will include
the principles of adult learning and the presentation skills
needed for effective classroom instruction.  The course is
designed for NPS resource managers who currently deliver
presentations and wish to improve their presentation skills.
