INCIDENTS

97-96 - Golden Gate NRA (California) - Demonstration with Arrests

About 130 people gathered at the Presidio visitor center on March 9th to
demonstrate against the planned demolition of former enlisted personnel
housing.  The group, which believes that Presidio housing should be used for
the homeless, has demonstrated in the park on six previous occasions. 
Although they did not have a permit and were in violation of 36 CFR, they
were offered the use of a nearby area where other First Amendment activities
are held.  The group's leader told Park Police officials and a city newspaper
reporter that a permit would "put a demand on our conscience."  The group
refused to move from the visitor center, which had been temporarily closed. 
Four announcements were made over a public address system, stating that the
demonstration was illegal and that arrests were imminent.  About 50 people
moved from the visitor center, and officers and rangers arrested the
remaining 83.  All were eventually cited and released without incident.  [Lt.

97-97 - George Washington Memorial Parkway (Virginia) - MVA with Fatality

On March 14th, a vehicle heading northbound on the parkway at what witnesses
called an "extremely high speed" veered into a parkway overlook, struck a
curb on the north side of the parking area, went airborne over a knee-high
wall, struck a pair of trees on the precipice below, and exploded into a
fireball.  The vehicle was burned so badly that investigators were unable to
determine either its make or model.  The driver also remains unidentified. 
This is the seventh fatal accident to occur on the parkway over the past

97-98 - Grand Canyon NP (Arizona) - Assist; Aircraft Accident

On March 11th, rangers were notified that a single-engine King Airlines
Cessna 207 with seven people on board had gone down about 25 miles southwest
of the park.  Rangers responded by helicopter to the crash site, which was
found to be ten miles south of Cataract Canyon.  The were no injuries and the
plane was relatively undamaged.  The pilot reported that oil had started
leaking from the engine, causing smoke to fill the cockpit and forcing her to
make an emergency landing.  Passengers were flown from the crash site to the
South Rim helibase by the park's helicopter.  The interagency response team
included units from the park, county and state.  [Chuck Sypher, IC, GRCA,

97-99 - Grand Canyon NP (Arizona) - Car Fire with Rescue

Park and concession engines responded to a vehicle fire at Yavapai Point at
the same time as the above-noted aircraft accident on March 11th.  The fire
was extinguished before the vehicle could be consumed.  Although no people
were injured, one cat in the vehicle expired and a second was injured. 
Rangers provided oxygen and medical support to the latter, which responded
well, and also provided CISD assistance to the owner.  [Dave Brennan, SDR,

3/21-22 -- Effective Presentation Skills, Marriott Hotel, Albuquerque, NM. 
Offered in conjunction with the George Wright Society conference,
which ends at noon on the 21st.  This 12-hour course will include
the principles of adult learning and the presentation skills
needed for effective classroom instruction.  The course is
designed for NPS resource managers who currently deliver
presentations and wish to improve their presentation skills.

3/24-4/4 -- Special Operations Training, Tucson, AZ.  The course is designed
for personnel who are directly involved in special law
enforcement operations in NPS areas.  One-page nomination forms

mules are used in patrol, maintenance or interpretive functions.
