INCIDENTS

97-147 - St. Croix NSR (Wisconsin/Minnesota) - Follow-up on Flooding

The Coast Guard has closed the entire St. Croix River and a portion of the
upper Mississippi River to navigation due to extremely hazardous conditions
stemming from flooding along those rivers.  Dangerous currents and unsafe
conditions exist for boaters, especially those operating small vessels.  The
closure will remain in effect until further notice.  Those vessels which are
directly involved with official flood response efforts are exempt from the

97-151 - Organ Pipe Cactus NM (Arizona) - Homicide 

While investigating an abandoned and burned late model pickup truck along
South Puerto Blanco Drive on the evening of April 10th,  rangers discovered
charred human remains in the passenger compartment.  The scene was secured
until a Pima County homicide unit could process the scene the following day. 
A dozen items of physical evidence were collected, including a large knife. 
Rangers assisted in the collection of evidence and in following associated
tracks.  The vehicle had been driven into the country from Mexico illegally,
as is the case with many other abandoned and burned vehicles found in the

97-152 - Grand Canyon NP (Arizona) - Death Threats; Attempted Suicide

On the afternoon of April 10th, South Rim rangers received a report from
employees at the Bright Angel Lodge that an intoxicated person had argued
with them, then threatened to get a gun from his residence and return to kill
them.  Investigating rangers quickly identified the suspect as 39-year-old
G.Y. of Grand Canyon, and learned that G.Y. was staying at a nearby
NPS employee's house.  A few minutes later, the NPS employee told rangers
that a loaded 12-gauge shotgun was missing from his house.  Rangers located
G.Y., carrying the shotgun, in a nearby alley.  G.Y. complied with rangers'
orders to put the gun down, but then made several movements as if reaching
for the weapon.  He was nonetheless arrested without further incident.  G.Y.
was charged with theft, disorderly conduct, possession of a loaded firearm,
and being under the influence of alcohol.  He later told rangers that he had
planned to shoot himself; when rangers confronted him, he reached toward the
shotgun several times in an attempt to force rangers to shoot him.  [David

97-153 - Golden Gate NRA (California) - Car Clouting Arrest
     
On April 10th, plain clothes Park Police officers staked out several
different parking lots in response to a rash of auto burglaries on the
Presidio.  Investigator Jason Wu subsequently observed a suspect peering into
the windows of numerous unoccupied parked cars.  Wu followed the suspect into
another lot, where he "shopped" some more vehicles.  A check of the suspect's
car showed that it had been reported stolen through the San Francisco police
department.  Backup units responded and J.M.J. was taken into
custody without incident as he attempted to leave the area.  A search of his
vehicle revealed numerous items of stolen property.  J.M.J. was found to be a
wanted fugitive with outstanding parole violation warrants against him from
the California Department of Corrections.  Officers were able to tie evidence
to three Presidio auto burglaries, with more cases pending.  One case was
closed by using the recall button on a cell phone to identify its owner.
