INCIDENTS

97-147 - St. Croix NSR (Wisconsin/Minnesota) - Follow-up on Flooding

On April 17th, the Coast Guard lifted its closure of the St. Croix River to
navigation.  Many of the facilities along the lower section of the river,
including boat launches, picnic areas and camp sites, remain underwater. 
Minor repair and rehab has begun on areas where the river has returned to
normal levels, particularly on the upper section of the river and along the
tributary Namekagon River.  A full damage assessment will be completed after
the spring flood season is over.  Damage is expected to be moderate in most
areas, with more extensive damage in a few highly developed areas.  [Brian

97-162 - National Capital Parks Central (D.C.) - HazMat Spill; Closure

On April 17th, a gasoline leak of undetermined extent at an underground
storage tank used by Landmark Services in East Potomac Park forced the
evacuation of the maintenance facility and the closure of several nearby
roadways.  Testing to determine the extent of the leak was subsequently
conducted.  The underground tank appears to be sound, indicating that the
leak may have been in the fuel line leading from the tank to the above-ground
fuel pumps.  Pumping was discontinued and gasoline was drained from the
lines, which appears to have checked the spill.  [Bill Lynch, RLES, NCR,

OPERATIONAL NOTES

Cooperative Law Enforcement Agreements - REMINDER: Today is the due date for
submitting copies of agreements or memoranda of understanding parks have
which provide for cooperative law enforcement assistance to other
jurisdictions or local or state agencies.  The agreements are needed for a
court case challenging the National Park Service's authority to enter into
cooperative law enforcement agreements with other jurisdictions.  As of
today, Ranger Activities has received copies of almost 200 agreements (near
the total required), which have been submitted by over 75 parks and regional,
support and other offices Servicewide.  Many, many thanks to all of you for
your efforts.  If you have not yet responded and still have agreements that
can be used in the court case, please fax them today to Dennis Burnett in

National Interpretive Advisory Council Update - Recent NIAC developments
include the following:

o Associate Director Maureen Finnerty signed the NIAC charter on March
27th.

o The interpretive media rehab task force is reviewing a draft directive
for the Harpers Ferry Center major repair/rehabilitation program.  It
includes factor evaluation criteria for a "Choosing By Advantages"
method for setting priorities.  For more information, contact Dick Rasp
at Hawaii Volcanoes NP.

Comments regarding the annual interpretive report (10-169) should be
sent to Doug Wilson at Buffalo NR.  He is working on a draft revised
reporting form.

o The Service's draft cultural resources strategic plan was released on
February 28th.  Several goals pertain to interpretation and education;
one deals specifically with education and use.

4/21-27 -- National Park Week.  Parks across the country will celebrate
National Park Week with activities ranging from special
presentations by historians or naturalists to guest articles in
local newspapers.  Saturday, April 26th, is National Park
Volunteer Day.  Past Volunteer Day projects have included
invasive plant removal and beach or road clean-ups.  As part of
the National Park Week celebration, the National Park Partnership
Leadership Awards and the Harry Yount National Park Ranger Award
will be presented at a reception and dinner in Washington, D.C.

1812.  There will be tours of a dozen forts and several other
military sites.  The conference will also include presentation of

9/25-29 -- Second World Congress, International Ranger Federation, San Jose,
Costa Rica.  This notice is being posted earlier than usual
because early registration is important in order to provide
ascertain the number of delegates for purposes of congress
planning and reservation of hotel rooms.  Registration is $600
per person for double occupancy and $850 for single occupancy in
a four-star hotel; the fee includes six nights' lodging, all
meals and tips, transportation to and from the airport, and
transportation for the field trips to several nearby Costa Rican
national parks.  Congress organizers are asking that those
planning to attend register in advance - even with a partial
