INCIDENTS

96-418 - Sequoia-Kings Canyon NP (CA) - Follow-up on Search for Ranger

Although active searching for missing backcountry ranger Randy Morgensen
ended late last fall when the last of the park's backcountry rangers were
demobilized, the park is still actively involved in the process of trying to
reach a resolution on his status.  No further clues have been located as to
his whereabouts.  The ranger covering the Bench Lake patrol area this year
will be assigned patrols to the highest probability search areas to continue
the search for clues.  Other specialized patrols will be conducted by some of
the park's most experienced backcountry rangers in areas which were known to
be frequented and preferred by Morgensen.  In the event that no further
information or evidence surfaces, the NPS will forward a case record to the
department for a final resolution to his "missing" status.  The agency may,
based on available supporting data, declare him deceased after one year
passes from the date of his disappearance.  [Debbie Bird, CR, SEKI, 5/23]

96-707 - Yosemite NP (CA) - Follow-up on Winter Storm Impacts

The El Portal Road (that portion of Highway 140 inside the park) reopened to
unrestricted travel at noon on Friday, May 23th, following a short reopening
ceremony which was covered by numerous members of the media. The road was
severely damaged by January's flood and was closed to all travel until mid-
March.  It was then opened to restricted travel on evenings and Saturdays to
permit completion of emergency repairs.  This opening marked a milestone in
Yosemite's flood recovery efforts.  The road will again be subject to
restricted travel in the fall when permanent repairs are begun.  [Kendell

97-212 - Glen Canyon NRA (AZ/UT) - Assaults; Firebombing

During a vehicle stop just after midnight on May 18th, Arizona state officers
discovered that the female passenger in a pickup truck was crying and that
she had an abrasion on her lip.  The driver was arrested for operating under
the influence, and the woman was taken to the police department in Page.  She
told officers that the driver, who was her estranged boyfriend and the father
of the child she is carrying, had forced her to leave Lone Rock Beach, which
is within the park.  Rangers were summoned and advised of the full details of
the incident.  The woman said that her ex-boyfriend had found her at the
beach and called her to his truck.  When she got near the door, he punched
her in the mouth, then got out of his truck, grabbed a bat from the truck's
bed, and threatened the woman and her friend.  Two of the woman's friends
tried to defend her and disarm the man, but he overpowered both of them,
punching one in the face several times and hitting the other on the head with
the bat.  The woman told him she'd go with him if he'd stop hurting her
friends and got in the truck.  He drove to Page, bought some more beer, then
headed back to the beach so he could find her friends and "finish the job." 
When they got back to the beach, he hit her in the mouth again and asked
where their camp was.  She gave a false location and description in an
attempt to protect her companions.  He then made some Molotov cocktails out
of empty beer bottles and sent his cousins to firebomb the camp.  When their
efforts proved fruitless, the ex-boyfriend became enraged, grabbed the
Molotov cocktails, and decided to firebomb the woman's friend's vehicle.  The
cousins did so, setting the vehicle on fire.  Bystanders extinguished the
flames after they left the area.  Search and arrest warrants are being
sought, and the investigation, headed by ranger David VanInwagen, is

97-213 - New River Gorge NR (WV) - Search and Rescue; Drowning

Around 9:30 p.m. on the evening of May 19th, three local residents were
rowing across the New River to a campsite following a trip to get some beer
when their flatbottom bass boat was swept through a series of small rapids,
hit a rock, filled with water and sank.  The incident occurred as darkness
and an all-night thunderstorm were setting in.  The trio - L.P.,
R. "C." P. and J.H. - held onto the boat as it washed
downstream, but "C." P., 42, was unable to maintain his hold and
went under.  There were three life jackets in the boat, but none of the men
had them on.  L.P. also host his wheelchair in the river when the boat
overturned.  The park was notified at 7:30 a.m. the next morning when the
crew on a railroad work truck picked up the survivors and radioed 911.  The
subsequent search involved the NPS, three local volunteer fire departments
and their dive teams, search and rescue dog teams, and the West Virginia
Department of Natural Resources.  "C." P.'s body was found on the
morning of the 25th at a spot in the river pinpointed the previous evening by
search dogs working from park cataraft boats.  Alcohol was a contributing
factor in the drowning.  Dennis Weiland was the incident commander for the

97-214 - Lake Mead NRA (NV/AZ) - Probable Drowning

On May 22nd, a ranger at Katherine's Landing on Lake Mohave received a report
of a missing person.  The man's name was taken and entered into NCIC.  On May
23rd, it was determined that a 49-year-old man from Bullhead City, Arizona,
had fallen off a boat at Davis Cove and had failed to resurface.  Body
recovery efforts are currently underway.  Alcohol appears to have been a

97-215 - Fort McHenry NM&HS (MD) - Special Event

On May 22nd, the park hosted the fourteenth annual "Living American Flag"
celebration.  About 3,500 fourth grade students from the Baltimore area
formed a 225-foot by 135-foot flag on the lawn outside the fort by holding
red, white and blue poster boards skyward while the "flag" was photographed
from high vantage points.  The event, sponsored by the National Flag Day
Foundation, has its roots in the formation of the first living flag at the
fort in 1914.  The event received significant local media attention.  There
