INCIDENTS

97-262 - Grand Canyon NP (AZ) - Employee Death

The body of interpretive ranger D.S., 46, was found at his residence
on the North Rim on the afternoon of Tuesday, June 10th.  The initial
investigation indicates that he took his own life.  North Rim rangers began a
search for D.S. after a friend notified them that he could not be found. 
An investigation is underway by the park and the county sheriff's office. 
D.S. had worked as an interpreter at the park on both rims since 1981.

97-263 - Little River Canyon (AL) - Search

On June 10th, G.D. told rangers that a friend of his, D.D., 47,
who was distraught and suicidal due to personal problems, had jumped from
G.D.'s vehicle near the falls and screamed that he intended to commit
suicide.  G.D. last saw D.D. standing on the edge of the falls.  When
rangers arrived a few moments later, D.D. could not be located.  A quick
search was conducted of the falls and surrounding woods, but no sign of him
could be found.  A dive team was called in and searched the water below the
falls while a more exhaustive search was continued for several hours in the
wooded area.  Both efforts proved fruitless and were accordingly suspended. 
G.D. called the park office that evening to say that D.D. had left a note on

97-264 - Dinosaur NM (CO) - Fatality

On the afternoon of June 6th, dispatch received a call from a Hatch River
Outfitter trip requesting assistance in the evacuation of an ill visitor from
a multi-day river trip.  The initial report was that F.F., 81, was
suffering from dehydration.  Ranger Ed Pontbriand and maintenance employee
Gordon Pfister responded to Echo Park, the nearest location where the river
could be reached by vehicle, and met the group.  By that time, F.F. had
been ill for 24 hours.  She was awake and alert during transport to a
hospital in Vernal, Utah, but died later that evening.  The initial
evaluation indicates that F.F. had unknowingly suffered a stroke several
days prior to the trip, which lead to failure of her digestive system and

CURRENT SITUATION

A major acreage increase was reported yesterday from a limited fire on Innoko
NWR in Alaska, which tripled in size since last observed.  There was little
fire activity elsewhere in the U.S.  

NICC has issued a FIRE WEATHER WATCH for strong winds, low humidity and low
fuel moisture for all of Arizona below 6,500 feet altitude.

OPERATIONAL NOTES

Law Enforcement Meeting - The executive summary synopsizing the results of
the recent meeting between regional law enforcement specialists and special
agents has been transmitted to the associate director for park operations and
education, the chief of the Park Police, and all regional directors.  It is
now available electronically through cc:Mail.  Simply address a cc:Mail
message to Rick Gale at NP-WASO-POPS and put the term RLESSAEX in the subject
line.  There is no need for a message, as this is sufficient to upload the

Contracts with Public Utilities - The Public Utility Management (PUM) office
has received a blanket and unlimited "delegation of authority" from GSA, DOI,
and the WASO Contracting and Procurement Division to negotiate and contract
with public utility companies.  PUM is part of the Field Operations Technical
Support Center (FOTSC) under the WASO Park Facility Management Division.  PUM
is responsible Servicewide for market surveys; sole source justifications;
public utility contracting; water, wastewater, electric, gas, and steam
public utilities utilizing purchase orders under $100,000; separate
contracts; exhibit "A" authorizations under GSA public utility areawide
contracts for connections; ten-year services; energy conservation contracts
over ten years; and "contracts of sale" for transferring ownership of
NPS-owned utility systems to utility companies.  For more information,
