INCIDENTS

97-262 - Grand Canyon NP (AZ) - Follow-up on Employee Death

A memorial service for D.S., who had worked as an interpretive park
ranger on both the North and South Rims since 1981, was held on the North Rim
on June 15th.  His family has asked that donations be made to the Nature
Conservancy in lieu of flowers.  The address is: The Nature Conservancy, 1815

97-268 - Chamizal NM (TX) - Employee Death

Robert J. "Russ" Benford, the park's budget analyst, passed away on June 13th
of complications from a recent illness.  Russ had worked at the park since
1990 and was also the park's computer expert and purchasing agent.  He is
survived by his wife, Connie, and their young daughter, Sarah.  Funeral
service are tomorrow morning at St. Raphael Catholic Church in El Paso;
interment will be at Fort Bliss National Cemetery.  Russ was an energetic
presence at Chamizal who was known for his enthusiasm and dedication.

97-269 - Gulf Islands NS (FL/MI) - Sexual Assault; Fatal Shooting 

A 13-year-old female was sexually assaulted west of parking lot #3 in the
Santa Rosa unit in Florida about a half hour past midnight on June 15th.  She
had left a party in Pensacola Beach with two men to buy cigarettes.  They'd
stopped at the parking lot and she went for a walk on the beach with C.L.B.,
19.  C.L.B. threatened her with bodily injury, then assaulted her. 
She was able to scream for help, which brought the second male, Corey Gray,
to her aid.  He was able to stop the assault.  The girl ran to the road and
waved down a passerby, who took her to a pay phone.  Escambia County deputies
and rangers responded and began a search for C.L.B.'s vehicle, which the girl
had described to them.  It was subsequently found by a deputy in Pensacola
Beach and stopped after a pursuit.  As the deputy got out of his patrol car,
C.L.B. backed his vehicle up, heading directly towards the deputy.  The deputy
fires his service weapon and hit C.L.B. twice.  C.L.B. continued driving for
several miles until he was stopped at a road block.  He was airlifted to a
local hospital and died several hours later.  A joint investigation by the
county and park is underway.  [CRO, GUIS, 6/16]

97-270 - Joshua Tree NP (CA) - Car Clouting Arrests

On June 14th, enforcement rangers arrested two men - J.S., a Marine
stationed at nearby Twentynine Palms Marine Base, and S.E., a civilian
from New Hampshire - for suspected car clouts during an undercover
surveillance operation at the Lost Horse Mine trailhead.  The two men were
seen illegally entering several unoccupied vehicles at the trailhead in the
early afternoon.  They took money from purses and wallets before being
stopped and arrested.  The two are believed to have committed about 15 other
car clouts within the park over the past four months; the total losses and
damages in those incidents came to $3,000.  [Judy Bartzatt, CR, JOTR, 6/16]

Fire activity remains minimal in all areas.  Units in Arizona and New Mexico
are reporting very high to extreme fire indices.

OPERATIONAL NOTES

Rattlesnake Anti-Venom Shortage - Joshua Tree NP received a press release
from the Hi-Desert Medical Center late last week that reported a critical
national shortage of rattlesnake anti-venom.  According to the release, the
only company that produces the anti-venom has a current inventory of only 500
vials.  It takes 15-20 vials on average to treat a snake bite victim.  The
company is not allowing hospitals to replenish existing stocks at present and
is only releasing the serum if it's going to be used immediately on a
patient.  It's not clear how long the shortage will last.  Those working and
recreating in snake country should accordingly take extra precautions to
avoid sudden encounters with rattlesnakes.  [Joe Zarki, JOTR]

CIRS/NIBRS Update - Programmers are currently testing the LAN version of the
CIRS program on both Novell and NT servers.  It will be sent to parks who
have agreed to test this version in two weeks.  The program will run on
stand-alone PC's as well, and is compatible with the new version of cc:Mail
currently being installed.  The new CIRS program will have the following
features:

o It will run on a server for a Novell or Windows NT LAN.  This will mean
that the LAN will take care of electronic mail matters.  It will also
support multiple user access on the LAN.
o It will run with all versions of DOS, Windows, LAN and stand-alone
cc:Mail currently installed, plus those to be released this spring
(there are ten versions in all).
o If it is installed on a LAN, it will assume that the LAN is being
backed-up by the LAN administrator; if it's on a stand-alone PC, it
will work with Colorado external back-ups, Iomega zip drives,
diskettes, and grandfathered Everex tape back-ups.  It will use PKZIP
software for the diskette and zip drive back-ups.
o It will change the annual report from a strict calendar year to a
format with a beginning and ending date.
o It will have a facility for uploading information to the central CIRS
computer in Atlanta.
o It will have encryption so that data access can be limited for security
purposes.
o It will accommodate 43 different printers, but still won't have some of
the newest printers now available.  It does not support the new
printers that are optimized for Windows.
o It will allow users to enter part of an incident, then save it as
incomplete rather than backing out all the data if the entry can't be
completed immediately.  Incidents entered in this way can't be approved
until completed.

Several user support problems have cropped up with the newer Colorado
internal tape drives.  The new driver software for these drives can't run the
DOS software if Windows is loaded.  This is why external drives have always
been recommended.  A user with the newer internal drive can only run CIRS
under the DOS-only mode.  

The supplemental report will follow soon after the release, if not with the
release.  Parks need to check the ORI numbers assigned to their location
codes.  If the wrong ORI is utilized, then the data will be rejected when it
is transferred to the FBI.  If you need an ORI number, contact Bob Reid via
