INCIDENTS

97-90 - Redwood N&SP (California) - Follow-up on Burglary Arrests

On September 19th, C.C., 33, of Crescent City, was found guilty on
burglary, possession of stolen property, counterfeiting and drug charges
stemming from an investigation which culminated in his arrest last February. 
C.C., who was sentenced to 16 years in prison, was a member of what has
been described as the largest burglary ring ever to have operated in Del
Norte County.  C.C.'s accomplice, T.N., 44, was also found guilty. 
Among the many items stolen from the park and recovered during the
investigation were roofing shakes, a computer, a scanning bed, hand tools,
weed eaters and a mower.  Park personnel appeared as witnesses at the trial;
prosecutors said that they were critical to the successful prosecution.  The
counterfeiting operation reportedly involved the park's computer and scanning
bed.  Ranger Curt Vade Bon Coeur was the park's lead investigator.  [Bob

97-564 - Grand Canyon NP (AZ) - Follow-up on Search

The body of a man found in the Colorado River on September 21st has been
identified as that of T.F., 43, of Rock Falls, Illinois, who has been
missing since he disappeared from a rafting trip camp on the river on the
night of September 13th.  T.F. was last seen in the camp that evening.  When
he was found to be missing on the following morning, the park was contacted
and a multi-day search of the river corridor was conducted.  [Public Affairs,

97-585 - Indiana Dunes NL (IN) - Homicide Arrests

The body of A.H., 50, of Gary, Indiana, was found near a park road on
the morning of September 22nd.  She had been reported as a victim of a
carjacking from the garage of her home earlier that day.  Investigators
determined that she'd been killed at the site by blows to the head from a
piece of concrete which was recovered at the scene.  The homicide was
investigated by Gary police with the assistance of an interagency task force
which has been formed to combat violent crimes in that city.  On September
25th, officers arrested the victim's husband, J.H., 52, A.H.'s
girlfriend, S.J., 42, and A.G., 28, for the killing,
which was determined to have been the product of a murder-for-hire scheme. 
A.G. killed A.H. after receiving $300 and a promise of another $2,500
after insurance money on the victim was received.  A.G. recently served
five years in prison for manslaughter.  S.J. reportedly introduced A.G.
to J.H.  Although the road where the victim was found is within the
park's boundary, it is not owned by the NPS.  The U.S. attorney attempted to
show federal jurisdiction, but the decision was made to prosecute the trio in
state court because the jurisdiction issue was unclear.  Efforts will be made

97-586 - Glacier NP (MT) - Rescue

J.K., 40, of Marion, Montana, made an illegal BASE jump from the
summit of Mount Siyeh on September 24th.  He immediately experienced problems
and flew into the rock face.  His parachute got snagged on rocks and he ended
up dangling beneath it at a point about 400 feet below the summit. 
J.K.'s partners - two on the summit and one on the ground below -
immediately called for assistance on the portable radios they were carrying. 
The emergency call was picked up by an individual near Browning, Montana, who
eventually made contact with park dispatch through the Glacier County
sheriff's office.  Rangers responded via helicopter.  One of the rangers
rappeled to J.K. and stabilized him.  They were both then lifted to the
summit, where J.K. was picked up by helicopter and taken to a local
hospital.  He was treated for soft tissue injuries to one of his legs, then
released.  The eight park employees involved in the technical rescue were
flown off the mountain at dusk.  J.K. will be cited for the offense.

97-587 - Tonto NM (AZ) - Disturbed Person

On September 27th, a visitor reported that a man was having a heart attack in
the lower cliff dwelling.  Ranger Eddie Colyott responded and found that the
man - G.R., 46 - was apparently unconscious.  About 30 seconds
later, G.R. became responsive and told Colyott that he could not move his
head, feet or arms.  He also said that he'd had a heart attack a few years
earlier, suffered from epileptic seizures, was very hot (the air temperature
was 88 degrees), and was under stress due to domestic problems.  A county
deputy arrived as G.R. went into a seizure.  When he regained
consciousness, he began talking about an incident he'd been involved in
during the war in Vietnam.  G.R. subsequently experienced a series of
seizures; each time he recovered, he became more physically violent and
abusive, accusing the ranger and deputy of being the enemy.  G.R.
threatened them and was extremely hard to restrain.  A paramedic arrived and
was given permission to administer valium, which had little effect. 
Meanwhile, G.R. produced a knife and continued to threaten everyone
present.  The paramedic was given the okay to administer two more doses of
valium, which finally quieted G.R..  He was restrained, transported out by
litter, taken by an ambulance to the sheriff's office, then air lifted to
medical facilities in Phoenix.  [Lee Baiza, Superintendent, TONT, 9/29]

97-588 - Great Smoky Mountains NP (TN/NC) - Drowning

P.P., 39, of Knoxville, drowned at Abrams Falls near Cades Cove on
September 27th.  According to his brother and girlfriend, P.P. had made
several jumps into the pool from the rocks before he made a head-first dive. 
When he failed to surface, his non-swimming companions hiked to their
vehicle, then drove to a ranger station for assistance, arriving around 7
p.m.  Rangers searched the pool and downstream area by flashlight.  Local
rescue squad divers joined them and recovered the body.  The operation was
directed by district ranger Jack Piepenbring.  This is the second drowning to
occur in the creek this year.  [Jason Houck, CR, GRSM, 9/29]

97-589 - National Capital Parks East (DC) - MVA with Fatality

A two-vehicle accident on the Baltimore-Washington Parkway on the evening of
September 26th claimed the life of one of the operators.  Investigation
revealed that the victim was traveling southbound on the parkway when he
struck the rear of a dump truck.  The truck was involved in the paving of the
parkway and was slowing in the left lane to cross the median.  [Bill Lynch,

OPERATIONAL NOTES

Continuing Resolution - A continuing resolution to keep the government
running while negotiations continue over the FY98 budget was signed on
Tuesday, September 30th, and will remain in effect until October 23rd - or
until the DOI appropriations bill is enacted.  Funding will remain at FY97
levels and under FY97 guidance and with no new starts.  Particulars on the
FY98 bill will appear as soon as it passes.  [Jim Giammo, Budget, WASO]
