INCIDENTS

97-553 - Grand Canyon NP (AZ) - Follow-up on Search

The body of a man recovered in the Colorado River on October 2nd has been
identified as that of J.M., 40, of New Orleans, Louisiana. J.M. and
his wife, P.M., also 40, were swept away by a flash flood on Bright Angel
Creek on September 11th. Her body was found in the river by members of a
commercial river trip five days later. J.M.'s body was found at river mile
118 on the 21st day of the search, which at its peak involved 50 people,
three dog teams and two helicopters. [Grace Gifford, PIO, GRCA, 10/4]

97-608 - National Capital Parks Central (DC) - Special Event

On Saturday, October 4th, Promise Keepers held an event entitled "Stand in
the Gap" on the National Mall. The event, which began at noon and concluded
at 6 p.m., was attended by about 500,000 people. Over a thousand people
received medical treatment during the day, the majority for heat-related
illnesses. Senator Strom Thurmond experienced heat exhaustion, and was
treated on scene and transported to Walter Reed Hospital. About 220 missing
children were reported; by the end of the day, all had been reunited with
their parents or guardians. Four arrests for vending were made. The
elevator in the Washington Monument malfunctioned during the afternoon,
temporarily trapping about 25 visitors in the shaft for 30 minutes. Rangers
and USPP officers were eventually able to wedge the door open, and the
occupants walked down to the ground level. Due to prior planning and
interagency cooperation with the city government and other law enforcement
agencies, no significant incidents were reported. [Bill Lynch, RLES, NCRO,
10/6]

97-609 - Whiskeytown NRA (CA) - Drug Arrests

During the period from September 3rd to the 9th, special agents and criminal
investigators from the park, Yosemite NP, Sequoia-Kings Canyon NP, Death
Valley NP, and Pacific Great Basin SSO, supported by Whiskeytown and BLM
rangers and a criminal investigator from Lake Mead NRA, participated in
"Operation Blackjack," which involved the issuance of drug-related warrants
by the district court for offenses which occurred at Whiskeytown. As of
October 1st, 34 of 64 federal warrants had been served. Six other people
identified on warrants were identified as parolees and are to surrender.
More than 22 misdemeanor and five felony state warrants were also served,
with new drug charges pending against one person. A total of more than 90
warrants were executed. Operations extended from Boulder City, Nevada, to
Medford, Oregon. Thirteen additional cases are currently active, with
suspects in Nevada and in Fresno and Eureka, California. A single minor
injury was sustained by special agent Paul Ducasse, who was bit by a pit bull
while approaching a residence. Fortunately, the brunt of the force of the
bite was deflected by Ducasse's credentials case, which he kept in his rear
trousers pocket. [Alan Foster, CI, WHIS, 10/1]

97-610 - Glen Canyon NRA (AZ/UT) - Boat Fire

On September 20th, "The Great Escape," a 60-foot houseboat, was being fueled
at the Wahweap fuel dock when winds blew fumes into the interior of the
vessel through an access port and were ignited by a propane pilot light.
Aramark concession employees attempted to extinguish the fire, but were
unsuccessful. The houseboat was towed from the dock into Wahweap Bay by the
concessioner. The park's fire boat responded, but high winds caused the fire
to spread quickly through the vessel's interior. Additional NPS firefighters
were summoned. The fire was extinguished after about 30 minutes, by which
point the superstructure had burned down to the hull. The vessel was towed
back to the Wahweap main launch ramp. [David Sandbakken, LES, GLCA, 9/29]

97-611 - Crater Lake NP (OR) - Search and Rescue

Late on the afternoon of October 1st, the Douglas County sheriff's office
received a report of a mushroom picker who had been missing and overdue for
24 hours. He was last seen just north of the park's boundary. The sheriff's
office organized a search and asked the park to participate. Three rangers
were assigned to the joint effort, which began early on the 2nd. During the
initial briefing, it became apparent that the missing man was probably in the
park, at which point the county and park swapped organizational roles. The
man was picked up along the north entrance road by park snow plow operators
late that morning. Despite prevailing weather conditions and the fact that
he was dressed in jeans and a shirt, he was in good condition. He told
interviewers that he'd covered himself with branches the previous two nights.
During that time, temperatures ranged from 32 to 63 degrees and rain and snow
fell. He was about six straight miles from the point last seen when picked
up, but undoubtedly had walked much further. The man's brother was issued a
violation notice for illegal picking in the park several weeks ago. Rangers
have so far this fall issued six violation notices for illegal picking in the
park, and have assisted Forest Service law enforcement officers in the
issuance of about 30 USFS violation notices. [George Buckingham, CR, CRLA,
10/3]
