All United States and DOI flags are to lowered to half staff today,
Wednesday, October 15th, in memory of the eight Bureau of Reclamation
employees who were killed in an airplane crash in Colorado on October 8th
(see below for details).  Flags are to be returned to full staff at sunset on
October 17th (for those areas that fly illuminated flags at night) or at
sunrise on October 18th.

INCIDENTS

94-91 - New River Gorge (West Virginia) - Follow-up on Kidnapping and Rape

On the evening of February 23, 1994, a woman was kidnapped from a Wal-Mart
parking lot in Beckley, beaten at knife point, forced into her car, driven to
the Meadow Creek area of the park, and raped.  After her assailant departed,
the woman walked to a local store and called for help.  Meanwhile, her
attacker, identified as B.J.H. of Christanburg, Virginia, drove
her car to I-81 in Virginia, abandoned it along the roadside, stole another
car, and assaulted two other individuals.  B.J.H., who had a prior murder
conviction, was eventually captured, charged with rape, tried and found
guilty.  On September 21st, he received the maximum federal sentence of 21
years in federal district court, to be served consecutively after existing
sentences in North Carolina (10 years) and Virginia (60 years) are completed. 
B.J.H. is 38 years old, and the earliest he can be released from prison is
2081.  Criminal investigator Chris Schrader shepherded this case through
completion over the three years since the incident occurred.  [Duncan Hollar,

97-628 - Great Smoky Mountains NP (TN/NC) - Structural Fire

A kitchen fire caused significant heat and smoke damage to an unoccupied
Cades Cove bunkhouse on Saturday, October 11th.  A wildlife technician was
heating paraffin and left the building to retrieve something from a nearby
office.  The paraffin apparently boiled over and caught fire on the stove's
burner.  Ranger Mike Smithyman and other employees extinguished the fire with
water from a nearby standpipe.  [Jason Houck, CR, GRSM, 10/14]

97-629 - Death Valley NP (CA) - MVA with Fatality

Off-duty California Highway Patrol officer J.S., 46, and his wife,
Carolyn, were riding their motorcycle on Highway 190 inside the park on the
afternoon of October 12th when winds estimated at 60 to 65 mph caught the
small trailer behind the motorcycle and pushed it off the road, causing both
S.'s to be thrown into the rocky desert area.  J.S. was killed
instantly, even though he was wearing a helmet; C.s. sustained a
fractured ankle and lacerations to her face.  She was released from a Las

OPERATIONAL NOTES

Airplane Crash Claims Lives of BOR Employees - A Scenic Airlines Cessna 208
with eight Bureau of Reclamation employees on board crashed shortly after
takeoff from Montrose, Colorado, on the morning of Wednesday, October 8th,
killing all eight and the aircraft's pilot.  The plane was found two days
later about 17 miles southwest of the airport on the rugged Uncompahgre
Plateau.  The BOR employees were on their way to a meeting at Glen Canyon
dam.  BOR is providing counseling and support for the families of those lost
in the accident.  Additional details will be passed along when they become

Administrative Competencies Fund - Applications are now open for grants from
this fund, which has been established to provide local training opportunities
for administrative employees in all administrative and office management
support positions between the grades of GS-1 to GS-6.  For information on

11/4-5 -- Tax Incentives for Developing Historic Properties, ANA Hotel,
Washington, DC.  Use of historic preservation tax incentives to

including earning tax credits for up to 20% of rehabilitation
costs, piggybacking other federal and local tax incentives, and
