INCIDENTS

97-673 - Jean Lafitte NHP&P (LA) - Follow-up on Death of Park Employee

Funeral arrangements have been completed for interpretive park ranger M.
"M." C., who died of a self-inflicted gunshot wound at his home in
Chalmette on October 30th.  Visitation will be from 2 p.m. until 9 p.m.
tomorrow at the Reeb Funeral Home, 5712 Main Street, Sylvania, Ohio 43560
(419-882-2033).  The funeral mass will be at 10 a.m. on Wednesday at Saint
Joseph Catholic Church, 5373 South Main Street in Sylvania; burial will
follow.  Ma.C., M.C.'s wife, has asked that memorial contributions in
lieu of flowers be made to the Valley Forge Interpretive Association, PO Box
953, Valley Forge, PA 19481-0953, or to the American Heart Association.  A
critical incident stress debriefing (CISD) team is in the park meeting with

97-680 - Western Pacific Areas - Super Typhoon Keith

Both American Memorial (Saipan) and War in the Pacific NHP (Guam) were closed
on the afternoon of November 1st in anticipation of the arrival of super
typhoon Keith.  All staff were sent home to weather the storm.  Both islands
were placed on typhoon condition I early on the morning of November 2nd, as
the storm was predicted to pass over the island of Rota later that day with
maximum sustained winds of 180 mph and gusts to 225 mph.  The estimated
closest approach to the parks will be 54 nautical miles north of Guam and 65
nautical miles south of Saipan.  Keith was reported to be an extremely
dangerous storm; both areas were expecting sustained winds in excess of 115
mph.  This is the third such super typhoon to pass through the area in the
past three weeks and comes just as American Memorial completed clean-up from
super typhoon Joan.  The heavy rains and extremely strong winds have caused
major damage to the islands' vegetation and washouts along the shorelines,

97-681 - National Capital Parks Central (DC) - Demonstration with Arrests

US Park Police officers arrested 19 members of the group "Democracy First" on
the White House sidewalk on October 28th.  The group, which was demonstrating
for "human rights for D.C.," included former Washington mayor Sharon Pratt
Kelly.  Those arrested were charged with CFR violations for demonstrating
without a permit and for crossing a police line.  All were released following

97-682 - Cape Hatteras NS (NC) - Attempted Suicide

A woman staying at a motel in Buxton called 911 in the early hours of October
22nd to report that she'd found a note from her boyfriend saying that he was
going to kill himself on the beach at Cape Point, which is within the park. 
Rangers and county deputies responded and found the 35-year-old man
unconscious in his vehicle at the exact location specified in the suicide
note.  He was taken off the beach by four-wheel-drive vehicle, transferred to
a waiting ambulance, then taken to a hospital.  It appears that he ingested
unknown quantities of pills along with alcohol.  He is expected to recover.

97-683 - Death Valley NP (CA) - MVA with Fatality

On October 27th, park archeologist Caven Clark came upon a single vehicle
accident on Highway 190 two miles north of Furnace Creek.  Responding rangers
Brenner, Bondareff and Kodele found that B.S., 53, a Canadian
national, had been ejected from the vehicle when it rolled over and had
sustained fatal cranial injuries.  B.S.'s adult daughter survived and was
transported to a hospital in Las Vegas where she was treated and released. 
An autopsy revealed that B.S.'s blood alcohol content at the time of the

97-684 - Cabrillo NM (CA) - Special Event

On October 25th, the park hosted one of two nationwide "Recycle at Work Day"
events.  Approximately 250 volunteers installed 19 bench tops, planted 700
native plants, removed exotic vegetation, and painted the fence around the
Old Point Loma lighthouse.  The event was sponsored in part by Lever
Brothers, which donated the post-consumer recycled plastic lumber for the
bench tops and promoted the event.  The "Recycle at Work Day" is part of the
company's four-year program with the National Park Foundation, which has
included donating their product to over 40 NPS areas.  [Terry, DiMattio,

MEMORANDA

"Construction in National Parks," signed by the director on October 17th and
sent to the directorate.  The text follows:

"I am committed to the design and construction of facilities within National
Parks that are of high quality, that incorporate sustainable practices, and
that are appropriate to their setting.  At the same time, I am acutely aware
of limited budgets and the need to weigh the cost of a facility versus the
benefits.

"A March 1995, Department of the Interior (DOI) Report to Congress outlined
changes to the NPS construction program that put in place a system
incorporating cost-benefit analysis at every stage of the planning, design
and construction sequence.  Because of the lead time required to formulate
the construction program, that process is just beginning to influence our
budget requests.

"Because of my concern about the costs associated with design and
construction of some of these facilities and, after conferring with equally
concerned Members of Congress and the Secretary of the Interior, I have
decided that we must apply these principles to all construction projects that
are now being designed.  Specifically, I have decided to take the following
actions effective immediately:

 I will personally review all construction projects prior to issuance of
bid announcements to ensure the projects are economically sound, while
at the same time meeting a reasonable standard for park development;

 An emergency meeting of the Servicewide Development Advisory Board will
be held in conjunction with the next NLC meeting (October 30) to review
all construction projects scheduled through the year 2000.

 In the longer term I want to investigate changes to our system that
provide incentives to save money while incorporating design decisions
that ensure value in the end product.

"Our facilities must be high quality and cost effective.  They must fit the
surrounding environment and function in sustainable ways.  I strongly support
the broad application of the principles of value analysis throughout the
planning, design and construction process to ensure that facilities provide
the maximum public benefit for the most reasonable cost.

"As each of you play a role in the execution of the construction program, I
expect you to be accountable for applying these principles to projects in
your area of responsibility."
