INCIDENTS

97-581 - Organ Pipe Cactus NM (AZ) - Follow-up on Search

On September 15th, a major inter-agency search was begun for 45-year-old
D.R. of California, whose vehicle was found parked at a remote
trailhead.  Investigation by rangers revealed that D.R. was a loner with a
history of pushing himself to his physical limits in desert hikes.  The
search effort continued for a full week, but no sign of him was found. 
Rangers are continuing to look for him on weekly backcountry patrols.

97-687 - Death Valley NP (CA) - EMS Incident; Life Saved

On October 4th, a 14-year-old visitor from Switzerland went into cardiac
arrest while wading in the swimming pool at Stovepipe Wells.  CPR was
initiated by other visitors.  Responding park medic John Anderson and EMTs
Sarah Bondareff, Jodi Rods, and Ron Rods continued CPR and were able to
establish spontaneous pulse and respirations after approximately 10 minutes. 
At this time, the patient was found to be in ventricular tachycardia.  She
was given the appropriate medications and stabilized, then transported by
helicopter to Las Vegas.  Although the girl has an extensive history of
cardiac problems, she fully recovered from this episode.  Low blood potassium
may have played a role in the episode's onset.  [Scot McElveen, ACR, DEVA,

97-688 - Grand Canyon NP (AZ) - Falling Fatality

On the afternoon of Thursday, October 30th, 26-year-old M.H. of
Garden Grove, California, fell about 400 feet from Yaki Point near the South
Kaibab trail on the South Rim.  He was pronounced dead at the scene.  Due to
darkness and hazardous terrain, recovery efforts were made the following

OPERATIONAL NOTES

Federal Lands Highway Program Reauthorization - The Senate leadership has
indicated that no further action will be taken until next spring (most likely
not until March) on the pending transportation legislation which would
reauthorize the Service's Federal Lands Highway Program (FLHP) funding. 
Unable to get sufficient votes to end a Democrat filibuster aimed at
attaching campaign finance reform legislation to the bill, the Republican
leadership has pulled the bill from further consideration for the remainder
of the year.  Senator Craig Thomas of Wyoming, who had filed and intended to
offer an amendment increasing funding for park roads, was precluded from 
doing so by the filibuster.  The House earlier passed a six-month continuing
resolution (CR) for FLHP at last year's funding levels.  The Senate
leadership say they will not schedule a vote on the CR either, believing that
would lessen pressure to enact the regular bill early next spring.  Until an
FLHP reauthorization is enacted, the Service's FLHP program will be operating
on the minimal carry-over funding available from FY 97.  That will provide
sufficient funds to enable on-going projects and on-going engineering and
design to proceed at minimal levels, but will be insufficient to allow
funding for any new starts or new contract awards.  The silver lining here is
that the Service will now have additional time to work on securing funding
levels for park roads more commensurate with the Administration's proposed
annual amount of $161 million - and to build on the considerable efforts
already made in that regard by the secretary and the NPS directorate.  As
currently written, the Senate committee bill, S. 1173, provides only $90
million annually from FY 1998 to FY 2003.   The House version, H.R. 2400, has
$85 million in FY 1998, $86 million in FY 1999, and $99 million for FY 2000
to 2003.  Senator Thomas' amendment, had it been passed, would have increased
funding in the Senate bill to $140 million annually.  [John Gingles,
