INCIDENTS

97-692 - Lyndon B. Johnson NHP (TX) - Death of Park Employee

Park oil and gas specialist D.O. died at her residence in
Fredericksburg, Texas, on the night of November 6th.  The death is an
apparent suicide.  No further details are currently available.  [Ron

97-693 - Cuyahoga Valley NRA (OH) - Drug Lab

On October 14th, a maintenance worker reported finding some suspicious trash
among the weeds at the entrance of a trailhead parking lot.  Rangers
collected a number of items, including muriatic acid, naptha,
pseudoephedrine, a thermometer, a hot plate and plastic tubing.  It was
subsequently determined that a suitcase found at the comfort station at the
same trailhead earlier in the month had probably been dumped at the same
time.  The suitcase contained acetone, iodine crystals, flasks, beakers with
layered coffee filters and numerous other items associated with
methamphetamine production.  The comfort station has the water and
electricity needed to operate a lab.  DEA was contacted and confirmed that
the items comprised the elements of a methamphetamine lab.  They took samples
form the jars and chemicals for analysis, removed latent prints from
glassware, and arranged for a hazmat crew to remove and dispose of the

OPERATIONAL NOTES

CIRS Update - The latest version of CIRS (1.02) was released via cc:Mail
along with instructions on November 7th.  The release, which was transmitted
by Helen Price, is an upgrade of an earlier CIRS version (1.00) and should be
used by parks that are running the program.  If you haven't received the
upgrade, please advise either Bob Reid (404-562-3111) or Kathy Clark (415-
427-1387) so that one of them can send it to you.  If your park doesn't yet
have CIRS loaded, please cc:Mail either of them so that a time can be set up
for installation and training.  The program permits you to upload your CIRS
reports and send them to a central computer (cc:Mail address: NPS CIRS). 
Please begin testing that link.  If everything works out okay, it should be
possible to start officially uploading CIRS data on a monthly basis from each
park by January 1st.  With the completion of the LAN program, programmers
have finished the task assigned them by the original NPS CIRS work group. 
Programmers believe that CIRS meets both the needs of the NPS and the
requirements of law passed in 1988 (the Uniform Crime Reporting Act of 1988)
which mandates an electronic upload of NIBRS information to DOI and thence to
the FBI.  Some improvements have been requested by a number of field areas,
but there will be no additional modifications to the CIRS DOS program.  Since
this is a DOS program, some compatibility problems with Windows and other
advanced program have cropped up; instead of continuing development of the
program in a DOS format, programmers are exploring development of a system in
a Windows or another format which will carry the NPS into the future and meet
current technology needs.  If you have any problems or comments on the CIRS
program, please notify either Bob Reid or Kathy Clark ASAP.  And please keep
in mind that the NPS is MANDATED to comply with the law, which requires us to

The workshop will focus on training radio personnel on narrowband
radio technologies - specifically P-25 narrowband digital radio
systems - and federal radio frequency spectrum management
processes.  An executive session is planned to provide managers
an overview of the narrowband initiative.  Two special sessions
will be held concurrently, one for law enforcement and the other
for fire suppression and disaster response.  All technicians and
