INCIDENTS

97-739 - Grand Teton NP (WY) - Moose Poaching

On November 25th, during the park's authorized elk reduction program, two
moose were poached along the Three Rivers Road in the North District.  M.D.,
78, of Watertown, South Dakota, was subsequently charged with two
counts of illegally taking wildlife.  Due to his poor eyesight and inability
to differentiate between moose and elk, he shot three times at a brown, fuzzy
animal, which resulted in fatal wounds to the two moose.  During the
interview, M.D. said that he'd sighted his weapon on what appeared to be an
elk the previous day, then observed someone sitting on it with an orange hat
and realized that the animal was a horse.  M.D. will be not be permitted to
participate in future elk reduction programs.  On December 2nd, another moose
was poached in the same area.  J.T., 44, of Bismarck, North Dakota, was
charged with one count each of taking wildlife and interfering with agency
functions.  J.T. shot the moose from a distance of about 500 yards, believing
it was an elk.  He then took measures to hinder the investigation. 
Investigators were aided, however, by citizen reports which provided detailed
descriptions of the involved persons and vehicles.  The "Park Watch" program
will reward these individuals for their efforts in the protection of natural

97-740 - Golden Gate NRA (CA) - Special Event

The first annual "We Hold the Rock" pow wow was held on Alcatraz Island on
October 25th.  The day-long event honored the veterans of the Native American
occupation of Alcatraz (1969-1971) and celebrated the recent opening of the
island's new Native American exhibit, entitled "We Hold the Rock."  The video
exhibit, produced by the Golden Gate National Park Association, contains the
first comprehensive compilation of interviews and recollected histories from
the Native American community regarding the occupation.  More than a thousand
participants turned out for the event.  Activities included an inter-tribal
celebration of drum, dance and musical tradition, a reading of a written
proclamation from the mayor of San Francisco, story-telling, and contemporary
Native American music.  About 4,000 visitors to the island took part in the
event, which was managed by the park's special uses group with assistance
from Alcatraz interpretive staff and representatives from the transportation

Draft NPS-9 Released - A draft revised version of NPS-9, the Service's law
enforcement guideline, has been transmitted to the regional directors and is
also available for field review and comment.  In order to obtain a copy, send
a cc:Mail message to Rick Gale at NP-WASO-POPS and type the following on the
subject line: NPS-9.  You do not need to send any message; a zipped version
of the document will automatically be sent to you.  You will need software to
unzip it after you receive it.  Consolidated regional comments are due in

Updated NPS Phone Directory - The 1997 NPS phone directory is now available. 
There are three different versions - Microsoft Access, Microsoft Word 6.0,
and WordPerfect 5.1 for Windows.  This is the last time a WordPerfect version
will be available.  In order to receive a copy, send a cc:Mail message to
Linda Newbold at NP-WASO-POPS and type one of the following on the subject
line, according to your need: Phone-Access, Phone-Word or Phone-WP.  You do
not need to send any message.  You will receive a message with a text item
explaining what you have received and a self-executing file (for those in
Word and WP) or an Access file.  The self-executing files each contain four
files:

o Park5160 - A prepared set of mailing labels in Avery #5160 with  park
names and addresses.

o Park5162 - A prepared set of mailing labels in Avery #5162 with  park
names and addresses.

o Phone - A prepared copy of the phone book with phone numbers only.

o Phoneadd - A prepared copy of the phone book with mailing addresses 

The name of the superintendent is included in the database and the phone
books, but not on the mailing labels.  The Access file, entitled address.mdb,
is the actual database that was used to update the directory and reports. 
Instructions are included as to how to manage this file.  In order to keep
these files updated and disseminated more frequently, WASO needs your help. 
Please send along any and all corrections pertaining to your address, phone
