INCIDENTS

97-744 - USS Arizona Memorial (HI) - Special Event

The park hosted the 56th anniversary commemoration of the Japanese attack on
Oahu and Pearl Harbor at the USS Arizona on Sunday, December 7th.  The
ceremony was held on the back lawn of the visitor center overlooking the
waters of Pearl Harbor.  It began was a "missing man" flyover by the Hawaii
Air National Guard, a pass in review by the Navy cruiser USS Paul Hamilton,
and a moment of silence at 7:55 a.m., the time the attack began in 1941. 
Civilians who were on Oahu during the attack joined with military survivors
to present wreaths on behalf of the battleships in Pearl Harbor on December
7, 1941.  Two Stearman bi-planes, circa 1941, flew over the harbor and
dropped flower petals into the water as a tribute to all who lost their lives
that day.  Guests were also invited to drop flowers into the waters of the
harbor to honor individuals who died in the attack.  About 1,000 visitors and
invited guests attended the ceremony.  [Randy Wester, CR, USAR, 12/11]

97-745 - Big Cypress NP (FL) - Hunting Fatality

T.R.x, 40, of Miami, Florida, was killed while hunting in the park on
December 6th.  T.R. had been hunting with family members in a remote part of
the Stairsteps unit and was found by his brother after failing to respond to
radio calls.  Although the death was unwitnessed, evidence at the scene
indicated that T.R. was killed when his 7 mm rifle discharged as he was
attempting to climb into a tree stand. striking him in the chest.   The death
has been ruled as accidental by the county coroner.  Rangers were assisted in
the investigation and in recovery of the body by homicide detectives from the
county sheriff's office, an FBI agent, and the victim's brother.  Recovery of
the body was difficult due to the remote location and water conditions.

97-746 - Southwest SO (NM) - Assist; ARPA/NAGPRA Prosecution

During the fall of 1995, special agents from the Service's Southwest Support
Office and BIA initiated Operation Breaklink, an investigation into ARPA and
NAGPRA violations on Hopi tribal lands.  The investigation, led by BIA,
resulted in 26 federal grand jury indictments against R.T. of
Payson, Arizona, for trafficking in sacred items and objects of cultural
patrimony from both Hopi and Acoma lands.  R.T. had previously been
convicted of similar violations in an investigation which also involved the
NPS.  R.T.'s trail began early this month.  On December 11th, the jury,
following about three hours' deliberation, found R.T. guilty on 20 of the
