INCIDENTS

97-771 - Pea Ridge NMP (AR) - Disturbed Person

On the afternoon of December 23rd, a man entered the park's visitor center
and handed seasonal ranger Derrick McKissack $7.  When the ranger asked him
what it was for, the man became incoherent, rambling and confrontational. 
The discussion went on for several minutes until the man became angry and
charged the ranger with demanding that he pay for all of the times he'd
stopped and used the facility for the previous 15 years.  Ranger Mary Davis
intervened, telling the man that he didn't have to pay anything but that he
could make a donation if he so desired; she also suggested that he return
home and think about it before making such a contribution.  The man began
pacing back and forth between the donation box and the desk, dropping a
dollar in the former each time and inquiring as to its use.  After placing
$22 in the box, he told the rangers he was going to his car to get more
money.  Both rangers noticed that he'd left his car door open, lights on, and
vehicle running.  When asked his name, he refused to give it and became even
more agitated.  Since it was closing time and Davis was concerned that he
might be going to his car for a weapon, she tried to lock the front doors. 
Before she could lock the second door, he attempted to forcibly open it with
one hand, with the other concealed in his pocket.  Davis was able to pry his
fingers off the door and lock it.  The man threw a wad of bills onto the
sidewalk, then backed away, yelling for Davis to pick them up.  He then left
in a mid-80s, medium blue Oldsmobile, license ZBY 374.  The man was in his
late 40s; he was about 5'9", had a medium build, light colored glasses, and
light sandy colored hair with a slight bald spot.  His head was shaved from
the crown down the back, around the base, then back to the crown, creating a

97-772 - Joshua Tree NP (CA) - Rescue

On December 29th, a 14-year-old girl who was rock climbing with her family
fell about 70 feet.  A doctor at the site provided initial care until rangers
arrived on scene.  The girl was treated for possible neck and spinal injuries
and prepared for litter transport.  A county helicopter transported her to a
hospital in Palm Springs, where she was treated and release.  [Annie

98-01 - Kings Mountain NMP (NC) - Death of Employee

Andrew "Mike" Loveless, superintendent of Kings Mountain NMP for the past 21
years, died of a heart attack on the night of January 1st at a hospital in
Shelby, North Carolina.  He was scheduled to undergo heart bypass surgery on
Tuesday, January 6th, but experienced chest pains on New Year's Eve and was
rushed to the hospital.  Mike worked for the NPS for 39 years, beginning as
an information clerk at Fort Caroline NM.  He subsequently worked as a
historian at Moores Creek NB, Cumberland Gap NHP, Fort Frederica NM, Little
Bighorn Battlefield NM, and Minute Man NHP.  In 1971, he was named
superintendent of Abraham Lincoln NHS in Kentucky, and served in that post
for five years before being appointed superintendent of Kings Mountain in
1976.  He leaves his son, Ch., and daughter, Ca.  Funeral services will
be held this morning at 11 a.m. at Christ the King Catholic Church in Kings
Mountain, North Carolina.  A rosary service was held yesterday at the Harris
Funeral Home in Kings Mountain.  Cards may be sent to Chris and Cathy in care

Information Management Council - The NPS Information Management Council
meeting notes from the group's last session in November are available via the
AMOEBA Intranet site at http://165.83.20.6/amoeba.nsf.  Once you have
accessed the site, select "Meeting Notes," then "IMCouncil, November 1997." 
The notes are also available from your regional/WASO associate IM council
representatives.  The notes contain important information on recommendations
and decisions made by the council that affect information management in the

Draft NPS-9 Released (Third Notice) - A draft revised version of NPS-9, the
Service's law enforcement guideline, has been transmitted to the regional
directors and is also available for field review and comment.  In order to
obtain a copy, send a cc:Mail message to Rick Gale and type "NPS-9" (no
quotes) in the subject line.  You do not need to send any message; a zipped
version of the document will automatically be sent to you.  You will need
software to unzip it after you receive it.  Consolidated regional comments
