INCIDENTS

98-44 - Rock Creek Park (DC) - Bridge Collapse

A construction worker was slightly injured yesterday, January 28th, when part
of the Military Road bridge being rebuilt over Beach Drive suddenly
collapsed.  Five months ago, a steel support structure over the same bridge
collapsed without warning, killing one worker and severely injuring another. 
The worker injured yesterday was treated at a local hospital and released.  A
one-mile stretch of Beach Drive will be closed for several days as workers
remove concrete and debris.  OSHA and city engineers will examine the site.

MEMORANDA

"Revision of NPS-53, Special Park Uses Guidelines," signed on January 22nd by
Maureen Finnerty, associate director for park operations and education, and
sent to the directorate, field directorate, WASO division chiefs and park
superintendents.  An information copy follows:

"NPS-53, Release No. 1, issued August 1986, has been completely revised and
updated.  NPS-53 (REVISED), comprises a total revision of Release No. 1. 
Some material, not considered a special park use and usually referenced
elsewhere, has been deleted, while several new subjects have been added.

"Revised Director's Order #1, issued June 2, 1997, Section 6.3, states: 
'Revisions or amendments to existing guidelines ... may be issued only if
absolutely necessary, only if the originating office has in place a plan to
convert the existing material to the new Directives System by the stated
deadline, and only until June 30, 1998.'

"WASO Ranger Activities Division has been working with the Solicitor and
Policy offices to prepare this document for publication.  Because of the
vital interest and need to get this document into the field as quickly as
possible, it was decided to publish it as a revision to an existing
guideline.

"Two sections still need to be sent through the Federal Register for public
comment.  These sections deal with rights-of-way for Telecommunication
Antenna Sites (Appendix 8 Exhibit 6) and Filming and Photography (Appendix
20).  These two documents, along with any supporting attachments, will be
sent to the field upon clearance from the Solicitor and Policy offices.

"For a copy of NPS-53 (REVISED), send a cc:Mail message to Dennis Burnett. 
The subject heading needs to say SEND ME NPS-53.  You will receive a number
of self-extracting files in Word Perfect 5.1.  Create a subdirectory to
down-load the files into, then call them up one at a time.  The files will
self-inflate.  In addition to the above, there are two files which did not
translate into Word Perfect.  These files comprise the two, single sheet flow
charts in Chapter 5, to be placed as pages 5 and 9.  Unfortunately, the only
way we found to do these was in Microsoft Excel.  To receive these two files,
follow the instructions on the existing referenced pages in Chapter 5.  If
you do not have the Excel program, send a cc:Mail message to Tarsha Edwards
in WASO Ranger Activities Division asking her to mail you a hard copy of each
sheet.
