INCIDENTS

98-526 - East Coast Areas - Follow-up on Hurricane Bonnie

Hurricane Bonnie's impacts on East Coast parks were minimal. Additional
reports were received late on Friday and over the weekend:

o Moores Creek NB (NC) - The hurricane blew down seven or eight trees,
but inflicted no structural damage to any buildings. The area is
flooded, though, so water damage is possible. Water levels were still
rising at the time of the report on Friday due to the confluence of
several streams in the area. The damage assessment is continuing.

o Cape Lookout NS (NC) - The headquarters building received considerable
water damage due to winds blowing water under doors, around windows,
and under the eaves of roofs. Almost all structures in the park
suffered at least roof damage. Power was restored to headquarters on
Friday afternoon. Overwash rutted large sections of back roads and
caused extensive erosion of the dune line. It's not yet known what
impact the storm had on turtle nests. Both the park and the park's two
concession operations reopened on Saturday. Passenger ferries are also
operational. A detailed assessment is underway.

o Colonial NHP (VA) - A preliminary survey was conducted early on Friday
morning. A few trees and some limbs were down, but there was no
significant damage to buildings. Shorelines and trails were still
      being checked.  Visitor centers and offices remained open on Friday;
tour roads in Yorktown remained closed pending cleanup of limbs and
debris. A car struck a tree that had fallen across the parkway late on
Thursday, but suffered only minor damage.

o Assateague Island NS (MD/VA) - The center of the hurricane was about
200 miles off the coast when it passed by the park. Surf reached the
base of the dunes in both districts, but only one breach occurred,
measuring about 150 feet in length. No infrastructure damage has been
detected. The park was reopened to the public on Saturday.

No reports have been received from Cape Hatteras NS since the hurricane
passed. [John Burns, CR, ASIS, 8/28; Ken Garvin, SERO, 8/29; Mike Rikard,
Acting Superintendent, and Jim Zahradka, CALO, 8/28 and 29; James Burnett,
CR, COLO, 8/28]

98-538 - Golden Gate NRA (CA) - Shark Attack

A 16-year-old boy was attacked by a shark at Stinson Beach on the afternoon
of August 26th. The boy was on a boogie board about 50 yards from shore in
five feet of water at the time. The shark pulled him off the board, but he
was able to get back on and get to shore with the help of friends and park
lifeguards. Lifeguards and ambulance personnel immediately began treating
the major lacerations and avulsions on his right leg. A medevac helicopter
took him to a Bay Area hospital, where he received over 100 stitches and
underwent surgery to repair severed tendons around his knees. He is doing
well and is in stable condition. Although shark sightings are not uncommon
in the area, this is the first documented shark attack at Stinson Beach. It
appears that the boy was attacked by a great white shark. The beach was
closed and will not reopen to water-related recreation until it's been
determined that there's little likelihood of another attack. The incident
was covered by reporters from over 30 media from throughout California.
[Richard Danielson, Operations Supervisor, GOGA, 8/27]

98-539 - Big Cypress NP (FL) - Homicide

A Big Cypress Wilderness Institute counselor was murdered near the
institute's camp, located within the park, on the evening of August 26th.
The institute is a residential facility for state of Florida juvenile
offenders. Two juveniles from the camp - one aged 16, the other 17 - are
suspects and are being held at the Collier County jail pending formal
charges. They apparently killed the counselor, stole his wallet and car
keys, then escaped in his vehicle. The theft of the vehicle was reported
immediately by institute staff, who did not know of the homicide at the time.
A county deputy saw the car exiting the park and a high speed pursuit ensued.
The pursuit continued for 30 miles, ending when stop spikes were employed to
puncture the vehicle's tires. At the time they were arrested, it was still
not known that a homicide had occurred. Rangers and county deputies are
jointly investigating. The U.S. attorney's office is working with the state
attorney's office to determine whether the juveniles will be charged under
federal or state statutes. [CRO, BICY, 8/26]

98-540 - Colorado NM (CO) - Pursuit; Falling Fatality

Ranger Bill Row came upon a white pickup truck parked in an employee parking
area near the park office at 9 p.m. on August 24th. When Row turned on his
amber lights, the pickup truck left the area; the driver ran a stop sign,
then accelerated westbound on Rim Rock Drive. Row activated his lights and
siren, summoned assistance from rangers and local officers, and pursued the
truck. Rim Rock Drive is winding and steep in this section. When speeds
approached 50 mph, Row broke off the pursuit but continued following the
truck. He soon spotted it at Distant View overlook, about a mile from the
point where the pursuit began, and saw the driver get out and run into the
backcountry. Row waited until backup arrived before following him. About 20
minutes later, ranger Patrick Perrotti found the body of M.M., 51,
of Grand Junction, at the base of a 30-foot rock wall in a road cut on the
switchback below the overlook. M.M. apparently ran through the
backcountry in the dark, unaware of the road cut in front of him. Rangers
and county deputies are continuing the investigation. [Ron Young, CR, COLM,
8/25]
