INCIDENTS

98-670 - Haleakala NP (HI) - Helicopter Accident

A Sunshine Helicopters tour helicopter made a forced landing among the
archeological ruins on Kuloa Point in the Kipahulu area of the park on the
morning of October 6th.  Witnesses said that the helicopter, trailing black
smoke and suffering from a lack of oil pressure, auto-rotated to a successful
landing.  Neither the pilot nor any of his six passengers was injured.  The
passengers were picked up by another helicopter which landed nearby.  Staff
from the tour company guarded the aircraft overnight and secured it from high
winds.  The helicopter was partially dismantled the next day, then loaded on
a large flatbed and driven 64 miles back to its airport.  Park staff stopped
the company from dragging the helicopter through the archeological site and
worked with the hauling company to find a route around the rock features to

98-671 - Gulf Islands NS (FL/MS) - Search

Escambia County deputies received a report of two missing juveniles at 3 a.m.
on October 11th.  The pair had last been seen the previous evening in the
Fort Pickens area of the park.  Although the area remains closed due to the
impacts of Hurricane Georges, they'd hiked into the area with one of the
juvenile's parents, then had become separated.  A search was begun which
included beaches, wetlands and coastal fortifications.  No sign of them was
found.  The county SAR team arrived on scene at 7 a.m. with 25 volunteers to
assist in the search.  The juveniles were later found at home, about 20 miles
away.  They'd hiked out of the park and called the other juvenile's parents
to get a ride home.  Charges are pending.  [CRO, GUIS, 10/15]

98-672 - Big Cypress NP (FL) - Stolen Vehicles Recovered

On October 14th, rangers and divers from the Collier County sheriff's office
conducted a dive training and recovery exercise in several of the park
campground's borrow pits.  The purpose of the exercise was to train sheriff's
office divers and to locate and remove vehicles that have been submerged for
several years.  Three stolen vehicles were found and recovered; several other
vehicles and boats were located, but could not be removed due to their age
and condition.  One of the recovered vehicles was stolen in 1986.  A contract
salvage company and park maintenance staff were on hand to assist in hauling
the vehicles to the surface and removing them from the park.  [Joe O'Haver,

98-673 - Colonial NHP (VA) - Assist; Pursuit of Stolen Vehicle

Ranger Bob Whiteman was on patrol on Colonial Parkway on the afternoon of
October 14th when he picked up a local agency broadcast to be on the lookout
for a stolen vehicle.  Whiteman spotted the vehicle heading in the opposite
direction on the parkway shortly thereafter and turned around to follow him. 
The driver immediately sped away; after a brief pursuit, he left the park,
failed to negotiate a curve, ran off the road into heavy brush, then fled
into a wooded area.  When confronted by a local officer, the man jumped into
the York River, over a half mile wide at this point, and attempted to swim
away.  He was removed from the river a short time later by a county officer
on a vessel from a nearby Coast Guard training facility.  The man is being
held by county officers on a variety of charges.  [Jim Burnett, CR, COLO,

98-674 - Indiana Dunes NL (IN) - Special Event

The new Indiana Dunes Environmental Learning Center was opened on October
9th.  The hands-on residential camp, which is operated in partnership with a
non-profit community organization, will initially be targeted at fourth
through sixth grade students.  The new buildings and facilities were
constructed by park staff on the site of the former Camp Good Fellow, which
was once operated by U.S. Steel for children of its employees.  Between 250
and 300 former campers gathered at the site on October 10th for a reunion and
scholarship fund-raising event for the new center.  [Al Nash, INDU, 10/13]

98-675 - Mount Rushmore NP (SD) - Special Event

Former South African president F.W. DeKlerk visited the park on October 15th
and toured the new visitor center/museum and Presidential trail along with
the superintendent.  Rangers worked with Rapid City police to provide
security and logistics management.  There were no incidents.  [Mike Pflaum,

OPERATIONAL NOTES

Uniform Programs - R&R Uniforms is completing its FY98 year-end inventory and
closeout.  They will resume processing FY98 backorders today.  FY99 price
lists and order forms will be mailed to park uniform coordinators along with
FY99 first quarter reports tomorrow.  On Wednesday, R&R will begin accepting
and process FY99 orders for all NPS units that have returned signed

            land search management.  Topics include predicting lost person

Course:     The Chief Ranger
Location:   Albright Training Center, Grand Canyon, AZ
Details:    This training session is a pilot leadership course developed by a
            cadre of chief rangers for new and upcoming chief rangers.  This
            course will provide a foundation for a competency-based
            curriculum addressing multiple disciplines for NPS chief rangers. 
            Chief rangers will learn roles and responsibilities in a
            resource-based division and in park and service management
            programs.  The course will be complimented by mentoring,
            supplemental training, and appropriate experience.
