INCIDENTS

98-220 - Fredericksburg/Spotsylvania NMP (VA) - Follow-up: ARPA Conviction

On May 19th, G.H., 21, and J.b., 21, both of Spotsylvania,
were apprehended on Spotsylvania Battlefield with metal detectors, digging
equipment and artifacts in their possession.  The ensuing investigation led
to the discovery of numerous looted areas nearby.  The archeological damage
assessment established an archeological value of nearly $9,000 and a cost of
restoration and repair of just over $3,200.  Both defendants pled guilty to
one felony ARPA count on September 24th and agreed to pay the rehabilitation
costs as restitution.  Sentencing was held in federal district court on
December 11th.  Each defendant was sentenced to two years of supervised
probation and ordered to pay one half of the restoration and repair costs. 
Their metal detecting equipment and the stolen artifacts were forfeited and
they were barred from the park for the probation period.  [Mike Greenfield,

98-756 - National Capital Parks Central (DC) - Theft/Fraud Arrests

A four-month-long investigation by Police detective Udon Cheek into multiple
counts of fraud by two employees from Tourmobile, the sightseeing service
operated out of East Potomac Park, has lead to charges against the two men. 
J.H. of Temple Hills, Maryland, has been charged with two counts of
misdemeanor theft; co-worker W.L. of Riverdale, Maryland, has been
charged with 18 misdemeanor counts of theft.  The case involved the theft of
approximately $3,000.  [Henry Berberich, RLES, NCSO, 12/11]
