By order of Presidential Proclamation, all flags are to flown at half-staff
in honor of retired associate Supreme Court justice Harry Blackmun on the day
of his INTERMENT only.  Information has not yet been provided on when the
interment will take place.  A notice will go out on the Morning Report
network as soon as word has been received.

INCIDENTS

99-64 - Booker T. Washington NM (VA) - Death of Employee's Husband

M.H., 33, husband of park ranger B.H., died on March 1st of a
self-inflicted gunshot wound.  The funeral will be held today. 
Condolence cards may be sent to B.H..  Memorial contributions may be
made to Franklin County Baseball, Inc., c/o R.T. Treasurer, 2700 Poteet

99-65 - George Washington Memorial Parkway (VA) - Assault Arrest

On February 11th, a woman advised Park Police that she'd been grabbed and
touched by an older white male while jogging on the parkway's bike path. 
Other victims subsequently filed similar reports of being assaulted and
sexually touched on the bike path.  The victims all provided the same
description of their assailant.  On February 21st, officer Nancy Leggieri,
acting on the report of a woman who'd been assaulted in Old Town, Alexandria,
the previous day, arrested R.O. and turned him over to Alexandria
police, who held a warrant for the assault.  R.O. was identified as the
primary suspect in the previous assaults.  A warrant was secured in federal
court on February 27th, charging R.O. with the original assault.  Additional

99-66 - Dinosaur NM (UT/CO) - Structural Fire

Park employees in the headquarters visitor center smelled smoke in the
auditorium around 1 p.m. on February 25th, and smoke was seen escaping from
under the roof eves near the auditorium.  The building was evacuated; the
park's structural fire crew responded along with units from local volunteer
fire departments.  The fire was vented through a hole in the roof.  Building
entry was made through a hole cut through an exterior wall which lead to the
roof crawl space above the auditorium.  The fire was located and quickly
extinguished with water.  During mop-up, a hole was made through the ceiling
of the auditorium and burnt ceiling insulation was removed.  The fire was
caused by sparks produced by an electric ventilation motor which removed heat
from the auditorium's projector room.  A heat detector located about 20 feet
from the fire failed to activate the building's fire alarm.  Damage to the
building is estimated at $7,000.  [Dave Panebaker, CR, DINO, 3/3]

OPERATIONAL NOTES

GPRA Broadcast - On April 15th, there will be a Servicewide satellite
broadcast of "Managing for Results: Performance Management/GPRA in the
National Park Service."  Training credit is available for the course, which
is both a summary and update on GPRA.  The three-and-a-half hour broadcast
begins at 12:30 p.m. EST (and equivalent times in other time zones).  All
employees are encouraged to attend.  Ann Johnson at Albright Training Center

Archeology Reports Due - On March 1st, associate director Katherine Stevenson
sent a memorandum to regional directors requesting information about
archeological activities conducted by parks, support offices, centers and
regions in FY98.  The request includes a solicitation for information about
accomplishments under the Service's stewardship (ONPS) and partnership (NR&P)
programs.  Parks and offices are asked to provide the needed information to
their respective park cluster archeological inventory coordinators.  Reports
are due to headquarters by April 30th.  Copies of the memo and the forms to
be completed have been posted on the archeology and ethnography bulletin
board, and can be obtained at the NPS Intranet site (superlinks.cr.nps.gov)
under "NPS Reporting Requirements."  [Michele Aubry, AEP National Center,

PARKS AND PEOPLE

Yellowstone NP - Groomed roads will begin to close to over-snow vehicles
beginning March 8th so that spring plowing can begin.  The road from Mammoth
to Norris Junction will be the first affected, followed by the roads from
Norris Junction to Madison Junction and to Canyon on March 10th, all
remaining groomed roads on March 15th, the road from Cooke City via Colter
Pass to the Chief Joseph Scenic Highway intersection by May 1st, and the road
from the latter intersection via Beartooth Pass to the Montana state line on
May 3rd.
