INCIDENTS

99-596 - Independence NHP (PA) - Assault on Rangers

On the evening of September 29th, rangers arrested a man for being under the
influence.  He was uncooperative and combative prior to and during
handcuffing.  After the arrest, he claimed to be HIV positive and began
spitting at the rangers, who then employed pepper spray to control him.  His
medical condition was later confirmed, as was his extensive criminal history,
including deviant sexual behavior with a child.  The rangers were able to
safely decontaminate themselves.  The man was also held on a warrant and is
facing multiple charges.  [CRO, INDE, 10/1]

99-597 - Independence NHP (PA) - Armed Robbery

Rangers came upon a couple who claimed to have been robbed at gun point in
Independence Square on the evening of September 30th.  The rangers located
the two juvenile suspects two blocks away.  During the arrests, one of them
attempted to pull a weapon from behind his back, but it became entangled in
his shirt.  The weapon turned out to be a replica Colt .45 air pistol.  The
money and credit cards stolen from the couple were recovered.  Since
juveniles were involved, the assistant U.S. attorney has asked the city of
Philadelphia to prosecute.  [CRO, INDE, 10/1]

CURRENT SITUATION

Moderate initial attack and new large fires were reported yesterday in
southern California, but there was little activity elsewhere.  

A member of a hand crew on the La Jolla fire received serious injuries from a
rolling rock and is currently in critical condition in a hospital in San
Diego.

Very high to extreme fire indices were reported in California, Oregon, Idaho,
Utah, Colorado, Illinois, Indiana and Georgia. 

NICC has posted a FIRE WEATHER WATCH for gusty south winds and low relative
humidity in southwest Oregon.

PARKS AND PEOPLE

Big Bend NP - The park is recruiting for a GS-9 area ranger looking for a
lateral reassignment.  The position is in the Chisos District and includes an
active horse program, EMS, maintenance of a structural fire cache and engine,
wildland firefighting, law enforcement, SAR, fee collection, campground
management and resource management.  The incumbent is required to have a
commission, level 1 or II structural firefighter certification, wildland
firefighting red card, and basic EMT or park medic certification.  An
assigned three bedroom, bath-and-a-half residence is included.  For further
