     INCIDENTS
     
     99-695 - San Juan NHS (PR) - Follow-up: Ship Grounding
     
     On November 21st, the 564-foot Russian-flagged freighter Sergo 
     Zakariadze grounded at the entrance to San Juan Harbor on the 
     protective breakwater off Fort El Morro, a part of the park.  The 
     ship, which was loaded with approximately 165,000 gallons of fuel oil, 
     30,000 gallons of lube oil, and 17,000 tons of dry bulk cement, 
     sustained heavy hull damage and began taking on water. Efforts were 
     immediately begun to move the ship and to protect the surrounding area 
     from any possible spills.   As of November 30th, the ship was still 
     hard aground, but no new cracks or buckled plates have been 
     discovered. Salvage crews continue to remove oil (182,000 gallons so 
     far) and cargo in an attempt to lighten the ship sufficiently to float 
     it free. Over 80 people from federal and commonwealth agencies are

     99-711 - Cape Cod NS (MA) - Vessel Grounding
     
     The Marlou, a 70-foot fishing vessel from New Bedford, Massachusetts, 
     ran aground on the park's outer beach midway between Newcomb Hollow 
     and Ballston Beach around 3 a.m. on the morning of November 25th. The 
     crew of three was unhurt and waded ashore.  At the time of the 
     grounding, there was heavy fog in the area and seas were light.  Park 
     protection staff and the  Coast Guard responded and determined that 
     the 3,000 gallons of fuel and 6,000 pounds of fish on board the vessel 
     were secure.  A tug removed the Marlou early on the morning of 
     November 27th.  There will be no lasting effects on park resources as 
     a result of the grounding.  The Coast Guard is conducting the

     99-712 - Colorado NM (CO) - Accidental Death
     
     Ranger Bill Rodgers came upon a car parked at Historic Trails overlook 
     late on the morning of November 30th.  No one was visible either in 
     the car or at the overlook, so he stopped to investigate.  Inside the 
     locked car was a man lying in the fully reclined drivers seat with a 
     black plastic bag secured around his head.  There were also deflated 
     balloons and dozens of what proved to be small metal canisters of 
     "Whip-It" nitrous oxide scattered around the car's interior.  The man 
     was not breathing. Rodgers, county deputies, and the county coroner 
     investigated and determined that B.T., 21, of Fruita, 
     Colorado, had died of accidental asphyxiation. [Ron Young, CR, COLM,
