INCIDENTS


Chesapeake & Ohio Canal National Historical Park (DC,MD,WV)
Ranger Attacked; Shoots and Kills Assailant

Ranger Derek Anderson was on patrol in the Edwards Ferry area of the park around 8 a.m. on Saturday, January 18, when he stopped to talk to a man who was standing on the boat ramp next to a taxicab. The man immediately became combative and attacked Anderson. During the ensuing struggle, Anderson was forced to use his weapon, shooting the man several times. Anderson's assailant died at the scene. Anderson sustained multiple contusions and scrapes during the attack. It was later learned that the man had carjacked the cab after assaulting the cab driver earlier that morning. Montgomery County PD is the lead investigative agency.

Sitka National Historical Park (AK)
Armed Robbery Suspect Caught and Arrested

A 17-year-old male robbed the Kruzoff Espresso shop on Sawmill Creek Road in Sitka early on the afternoon of January 16. The boy, who was carrying a rifle, then fled on foot into woods within the park. Several Sitka PD officers responded, as did chief ranger Clair Roberts. Roberts found the teenager near the west end of the footbridge over the Indian River; he took cover behind the bridge, drew his service weapon, and ordered the boy to stop and raise his hands. He did so and did not resist when two Sitka PD officers approached and arrested him. The stolen money was recovered, as was the rifle, found a short time later where he'd hidden it along the Indian River. The total elapsed time from robbery to capture was 17 minutes.

Lake Mead National Recreation Area (AZ,NV)
Weapons Violation Conviction

While manning a safety line perimeter at the national water ski races on October 14, race volunteer M.S. got into an argument with some spectators. M.S. drew out a 9mm Glock and fired five rounds at a boat containing three people. Two rounds hit the bow of the boat and its bimini strip, the other three missed both boat and occupants due to wave action. M.S. was arrested and pled guilty to discharging a weapon where a person may be endangered, a gross misdemeanor. On November 6, he was sentenced to three years probation, three months of electronic monitoring, mental health treatment, restitution to the victims, and a $1,000 fine.

Biscayne National Park (FL)
Career Car Clouter Arrested

On January 11, rangers received a tip that a man driving a car with heavily tinted windows was looking into vehicles in the visitor center parking lot, scene of a series of car clouts since August, 2002. Ranger David Pharo kept watch on the lot while rangers Didier Carod and John Bittner waited just outside the park entrance. The man was only in the lot for a few minutes when he left at a high rate of speed. Carod stopped him for speeding; Pharo meanwhile confirmed that a car had been forcibly entered adjacent to the spot where the suspect vehicle had been parked. Carod and Bittner asked the driver - later identified as T.H. - to get out of his car, but he instead fled. Carod and Bittner pursued. Although T.H. hit a sign that damaged the right side of his car and flattened its right rear tire, he nonetheless kept going, heading north in the southbound lane. After about eight miles, T.H. pulled into a gas station, where the rangers arrested him. Miami Dade officers provided backup. T.H. is suspected of breaking into cars at Everglades NP and local establishments in Homestead for more than a year. He has been charged with a dozen violations, including fleeing to elude a law enforcement officer, larceny, and reckless driving. On January 15, he appeared before a magistrate, who denied bond due to T.H.'s prior criminal record and a history of eluding law enforcement officers. He will be incarcerated until he's tried.

February 24 - 27: Second Annual NPS Dispatch Workshop, Boulder City, NV. There will be presentations on benchmark PD's, RM-9, narrowband P25 and digital radio systems, and standardization; a presentation by APCO has also been tentatively scheduled. Vendors from such companies as Orbacom, Positron, Motorola and others will be available to meet with workshop participants. The cost is $50 per participant. March 3 - March 7: Law Enforcement for Managers, FLETC, Glynco, GA. This training program is for upper level managers with supervisory or oversight responsibility for law enforcement programs. Topics include changes in federal law, NPS guidelines, DOI policies, internal investigations, ARPA/NAGPRA, civil and employee liability, ethics and conduct and the history of law enforcement in the NPS. March 3 - March 14: Special Operations Training, Tucson, Gila Bend and Ajo, AZ. The course is designed for personnel who are directly involved in special law enforcement operations. April 7 - May 16: Mounted Horse Patrol Training, Yosemite NP, CA. The course develops horsemanship skills for both frontcountry and backcountry stock use and is designed for employees with no previous riding skills. Participants should have jobs which require the use of horses and/or mules for patrol, maintenance or interpretive functions. Students should have an interest in the care and efficient utilization of horses or mules in park operations and be in excellent physical condition. The tuition is $300. April 8 - April 11: Wireless Telecommunications Systems, BLM National Training Center, Phoenix, AZ. This course provides participants with information on the siting, construction, operation and management of wireless telecommunications sites. The NPS has been allotted five slots in this BLM-Forest Service course, with some concurrent sessions designed specifically for NPS employees. Closes on January 24. April 21 - April 25: Servicewide Basic Technical Rescue Training, Island in the Sky District, Canyonlands NP, UT. The training course is designed for personnel who routinely evacuate injured or stranded persons from heights and difficult terrain. The course will provide participants with the skills to perform difficult technical rescues. Students will be required to bring climbing gear, including seat harness, climbing helmet, carabiners, rappel rack and ascenders. This is a very physically demanding course, conducted outdoors with frequent exposure to severe heights. All participants must be in good physical condition. Closes on March 3. Chief Ranger Opening

The park has advertised for a chief ranger. The vacancy announcement is MOJA-02-10 and will be on the street until January 21.

Cape Cod National Seashore (MA)
GS-0401-11 Data Manager

The park is seeking a GS-0401-11 data manager for its long-term ecosystem monitoring program. The position is currently advertised on USA Jobs under CACO VA 03-04 (merit promotion) and CACO DEU MD 02-15 (all qualified applicants). The closing date is February 3. The person selected for this new position will be part of a multi-disciplinary team of scientists conducting long-term monitoring of the park's ecosystems and will be responsible for development and implementation of the data management component.
