Elk Poaching Suspects Charged With Lacey Act Violations

Two men from Livingston, Montana, were charged on January 20th with violating the Lacey Act and possession of weapons inside a national park. The investigation began on November 6th, when ranger Brian Helms discovered that a bull elk had been killed and removed from inside of the north boundary of Yellowstone near Beattie Gulch. Helms began what turned out to be a lengthy investigation that was brought to a successful conclusion with the assistance of the Montana Department of Fish, Wildlife and Parks and several legal sportsmen who hunt in the area. M.C., 38, and S.C., 39, both of Livingston, Montana, were identified as suspects in the case. The criminal complaint filed in magistrate's court alleges that M.C. admitted to shooting the elk and also told the investigating ranger and special agent that he and his brother had then removed it from the park. The rifle used to shoot the elk and 174 pounds of processed meat from the poached elk were seized from C. as evidence. Through the combined efforts of rangers, investigators, cooperating agencies and the public, the park has been able to achieve a clearance rate of nearly 80% in all known wildlife poaching cases reported in Yellowstone this year.

Designed to serve as a central place for information and services about this essential NPS program, the website is still located at the same easy to find and easy to remember address, http://www.nps.gov/fire


The revised website reflects the new Servicewide graphic identity standards that emerged from the NPS Message Project. These standards were designed to increase public awareness of the agency while highlighting the mission of NPS programs like Fire & Aviation.

Employee feedback and internal focus groups identified specific needs for the website, including the desire to provide more information. In response, the website has been expanded, providing more information than ever before. All accessible with just a click of your mouse.

The homepage was designed by theme to serve various audiences. The new main theme links include:

  • Fire Program: Information for those interested in the fire management program.

    Highlighted within the Fire Program Section, virtual visitors can locate information regarding: Wildland Fire, Structural Fire, Aviation, the National Fire Plan, and Fire Ecology.

  • Education: Resources for teachers, students, and researchers.

    Available information includes: fire facts, the Resource Management Education Unit, and research opportunities.

  • Public and Media: Current events, fire news, and home safety information.

    Featured: Fire News, Fire Stories, Understanding Fire, and links to publications, articles, and photo galleries.

  • Developmental Opportunities: Programs to expand your knowledge and skills through training and other methods.

    In this area, visitors can access information about the Joint Apprenticeship Program for Wildland Fire, and find out more about IQCS as well as Incident Management Teams. This information can be critical information for employees who are interested in developing their career in Fire Management.

  • Employment: Fire job opportunities with the National Park Service.

    Employees and potential employees can obtain information about jobs.

The FI-210 course is designed to provide the coursework portion of the task book requirements for red card certification as a Type III fire investigator (wildland fire cause and origin). Those attending will be provided with a complete understanding of the design theory, nomenclature, dynamics, compatibility, interchangeability, detailed disassembly, assembly, maintenance and troubleshooting of the M-16/AR-15 family of weapons and certified for three years as a model-specific Colt law enforcement armorer. April 6 — April 9: Wireless Telecommunication Systems, BLM Training Center, Phoenix, AZ. The three-and-a-half day course will provide participants with information on the siting, construction, operation and management of wireless telecommunications systems. Training will also focus on regulatory requirements and agency policies, distinguish among the different wireless communications technologies and services, and identify ways to improve application processing. April 19 — April 23: NPS Servicewide Basic Technical Rescue Training, Canyonlands NP, UT. This training course is designed for personnel who routinely evacuate injured or stranded persons from heights and difficult terrain. The course will provide participants with the skills to perform difficult technical rescues. Students will be required to bring technical gear, including seat harness, climbing helmet, carabiners, rappel rack, ascenders, etc. This is a very physically demanding course conducted outdoors with frequent exposure to severe heights. All participants must be in good physical condition. There is no tuition cost. All travel and per diem expenses will be by benefiting account. Protection ranger position (GS-025-7/9) open at Coronado National Memorial. Relocation bonus of up to $5000 may be paid if approved. Dual career opportunities may be available. Performs resource and visitor protection work including law enforcement, emergency medical services and search and rescue. Performs a full range of law enforcement work in a high intensity drug trafficking and illegal immigrant smuggling area. Conducts patrols, investigations and drug and illegal immigrant interdiction. Provides emergency medical services at the first responder or EMT level. Frequently speaks Spanish to park visitors and violators. Denver Service Center
Larry Kilborn to Retire

Architect Larry Kilborn retiring after more than 31 years service with the federal government, 30 of those with the National Park Service's Denver Service Center.  Larry will retire January 31, 2004. 

Larry started working for the Denver Service Center in 1974, working on a comfort station at George Washington Birthplace National Monument, and is ending his career with a new administration and maintenance complex for Tumacacori National Historical Park.  Over the years he has worked on various types of projects at Canaveral National Seashore, Carlsbad Caverns National Park, Castillo de San Marcos National Monument, Everglades National Park, Fort Jefferson at Dry Tortugas National Park, Fort Moultrie at Fort Sumter National Monument, Gettysburg National Military Park, Grand Teton National Park, Guadalupe Mountains National Park, Jean Lafitte National Historical Park, Ocmulgee National Monument, Zion National Park, and many others.

Larry will miss working with his many friends throughout the National Park Service and plans to stay in Evergreen, Colorado with his wife, Dixie.
