INCIDENTS


Suitland Parkway (MD)
Conviction for Manslaughter Death of DC Officer

M.S., 40, of District Heights, Maryland, was sentenced on January 30th to five years in prison followed by three years of supervised release in connection with his guilty plea to one count of involuntary manslaughter and related misdemeanors in the April 16, 2003, death of DC police detective Eugene Lonon, and to drunk driving and another traffic offense in an unrelated incident that occurred in the same general area on January 27, 2003. M.S. was also ordered to pay fines totaling $80,000 and restitution in the amount of $5,651.41 to a woman whose car was burned up in the crash. In a statement of facts provided to the court as part of the plea agreement, M.S., a lawyer with the Veterans Administration, admitted that his blood alcohol level was .23 — nearly three times the legal limit — when he struck Lonon's stopped car at a traffic light on Suitland Parkway at about 5:40 a.m. To reach that blood alcohol level, M.S. would have had to consume at least 15 to 16 ordinary alcoholic drinks, according to a toxicology expert. Park Police investigators estimated that M.S. was traveling at least 78 miles per hour as he approached the red light in the posted 45 mile-per-hour zone. Lonon's car, with his body inside, struck a second vehicle, causing that vehicle to catch fire. Lonon's neck was broken in the initial collision. The driver of the second vehicle managed to get out before her car exploded. M.S. had also pled guilty to drunk driving and another traffic offense in an unrelated incident that occurred in the same general area on January 27, 2003. According to the statement of facts, M.S. agreed that his blood-alcohol level was .19 at the time of his January 27th arrest for drunk driving on Suitland Parkway near Silver Hill Road. The Park Police were looking for Small's car that night after receiving reports from motorists that he had almost caused several accidents. M.S. was apprehended while driving well under the posted speed limit, interfering with other traffic and weaving. At the time Lonon was killed on April 16th, M.S. was awaiting his initial appearance in the U.S. District Court on the January 27th arrest. The case is a result of an investigation by the U.S. Park Police.

Lake Mead National Recreation Area (AZ,NV)
Sexual Assault Conviction

Last August 9th, rangers received a report of a sexual assault that had occurred at Sandy Cove, an area accessible only by water. A 26-year-old woman awoke to find a man in her boat cabin, lying on top of her. She screamed and scared him away. Rangers immediately placed a lookout on all the park's launch ramps and soon contacted a suspect, O.S., who th woman was able to positively identify in a show-up. In January, O.S. pled guilty to abusive sexual contact (18 USC 2244(b)) and was sentenced to a year's probation and 300 hours of community service, charged a $5,000 fee, and ordered to pay the woman's ambulance fee.

Wireless Telecommunications Systems

Location: BLM Training Center, Phoenix, AZ
For the third year the NPS is participating in the Wireless Telecommunications Systems course offered at the BLM Training Center in Phoenix, Az. The 3 ½ day course provides the participant with information on the siting, construction, operations and management of wireless telecommunications system. The participant will also learn regulatory requirements and agency policies, distinguish among different wireless communication technologies and services and identify ways to improve application processing. The course is April 6 — 9, 2004 and there is no tuition for NPS participants. Those interested in attending should contact Lee Dickinson on email or at 202/513-7092.
