INCIDENTS


Organ Pipe Cactus National Monument (AZ)
Two Illegal Immigrants Rescued; Third Found Dead

On the afternoon of March 2nd, rangers were asked to respond to assist officers on Route 85. They found that a Pima County deputy had two undocumented aliens detained. They told the rangers and a responding Border Patrol agent that three other people who were with them were in the desert and needed medical attention. Two were found about a mile away by Border Patrol agents; they said that the third illegal immigrant was unconscious and in a wash. A search was begun and a Department of Homeland Security (DHS) helicopter called in to assist. The crew of the helicopter spotted the man and transported two EMT rangers to the location. The rangers determined that the man had died. The body was recovered. DHS and Pima County are investigating.[Submitted by Fred Patton, Chief Ranger]



Colorado National Monument (CO)
Injured Climber Rescued

On the afternoon of March 9th, N.R., 19, of Grand Junction, Colorado, was lead climbing on Independence Monument, the park's most climbed spire, when his protection failed and he fell approximately 20 feet, suffering numerous contusions, lacerations and a fractured ankle. His companions called for assistance by cell phone. Ranger Joel Barnett and members of both the Lower Valley and Glade Park Fire Departments responded.  N.R. was stabilized, packaged, and moved to a helispot via belayed litter and airlifted to St. Mary's Hospital.[Submitted by Ron Young, Chief Ranger]



Florissant Fossil Beds National Monument (CO)
Head-On Collision with Fatality

M.G., 34, of Florissant, was killed in a head-on collision with another vehicle on the evening of March 3rd. M.G. was northbound on Teller County 1 within Florissant Fossil Beds when she ran off the right side of the road, regained the pavement, ran off the road again, then crossed into the southbound lane and collided head-on with Ford F-250 pickup. M.G. was pronounced dead at the scene; the driver of the pickup, J.S., 57, also of Florissant, was airlifted to Memorial Hospital. Baltimore-Washington Parkway (MD)
Arrest for Weapons Violations

Officer Ernest Patrick saw a gray Honda Accord on the parkway with a suspected window tint violation on February 9th. Patrick stopped the Accord and asked the driver for his license and registration. As the driver was searching the glove box for the registration,  Patrick observed a loaded magazine for a Glock handgun in the car. The driver was removed from the vehicle and a weapons search was conducted. The search led to the discovery and seizure of a Kel Tec Sub 2000 .40 caliber Smith & Wesson rifle,  a stun gun, and a knife. The driver was arrested without incident and charged with weapons possession.[Submitted by Sgt. Scott Fear, US Park Police]




FIRE MANAGEMENT


Buffalo National River (AR)
Lower Buffalo Wilderness RX (Prescribed Fire Treatment)

An 11,284 acre prescribed burn is scheduled to take place March 10 through April 10, 2004 at Buffalo National River. The project area is within Marion County, Arkansas, approximately 7 miles southeast of Flippin. It is expected that it will take 8-12 days to complete the burn. (full report)
Status
To ensure public safety, the area where the prescribed fire is to take place has been closed to the public March 10 through April 10, 2004. Use of the river will not be affected. Canoes and john boats will be allowed on the river, and camping will be allowed on gravel bar areas.

Fire and Aviation Management
GS-0560-09/11 Budget Analyst

A vacancy announcement has been released advertising a permanent full-time Budget Analyst, GS-0560-09/11 in the Intermountain Regional Support office in Lakewood, CO.

At the full performance level, the incumbent will serve as a technical specialist for budgetary matters in the Branch of Fire Management.  Incumbent establishes procedures and prepares formal instructions for the unit in obtaining, coordinating and monitoring wildland fire-related budget processes, including preparedness, operations, wildland urban interface program, burn area rehab, rural fire assistance and fire protection accounts.  Reconciles obligations and expenditures for accounts on a bi-weekly basis.  Prepares recurring and summary reports for the regional fire management officer, area fire management officers, superintendents and national fire program center.  Reviews, processes, and develops interagency bills for payment on a variety of fire management activities.  Conducts random audits of budget programs to evaluate expenditures and tracking of funds, identify discrepancies or inappropriate use of funds.
