INCIDENTS


Yellowstone National Park (ID,MT,WY)
Nationwide Warrant Service

Over the past twelve months, the park has been engaged in a major effort to execute warrants nationwide. In a program developed by special agent Dan Kirschner and approved by the US Marshal's Service and the federal magistrate, more than 500 arrest warrants were signed and entered into NCIC, the national criminal information system. The warrants initially covered a three state area, but this was expanded to nationwide through the efforts of the Marshal's Service. As of this date, more than 310 park-generated arrest warrants have been cleared either by arrest or by compliance on the part of the defendant. In some cases, wanted persons were arrested in other jurisdictions and posted bond for the Yellowstone warrant (usually as the result of a traffic stop and NCIC check); in other cases, they paid their fines or complied with court directions after being contacted by park investigators. Still others were arrested, appeared before local magistrates, then were transported back to the park by the Marshal's Service. Over 190 warrants remain outstanding and are for crimes that include DUI, drugs, resource violations, property theft and violent crimes. The park's deputy U.S. marshal is now in charge of the program, which continues as a joint operation by rangers and special agents, deputy marshals, park dispatch and the federal courts. This is believed to be the first such operation in the National Park Service; that is, with all magistrate warrants disseminated nationally and with the significant cooperation of the US Marshal's Service. Natchez Trace Parkway (AL,MS,TN)
Drug Arrests

Field training ranger Bruce Gagnon and trainee Jim Graves stopped a vehicle for a seatbelt violation on the afternoon of April 18th. While investigating the possibility that the driver was operating under the influence, they found that the she was also operating on a suspended license. A search of the vehicle led to the discovery of an open container of alcohol and a variety of drug paraphernalia, including four pipes, papers, razor blades and screens. A film container containing a dozen rocks of crack cocaine was found in a heater vent. One of the passengers, who was on parole from a prior conviction for being a habitual motor vehicle offender, admitted to ownership of the cocaine and was arrested for possession of a controlled substance with intent to distribute. The driver was arrested for possession and for operating on a revoked license. An extended interview at the local sheriff's office produced leads to other drug-related activities in a local community. Rangers Terry Kelly and Dave Hajdik assisted on the stop. Rangers, Columbia PD officers and Hickman County deputies will be pursuing the new leads.

Detective Michelle B. Ludwick Receives Award

Detective Michelle B. Ludwick has been selected to receive recognition from the Victim-Witness Service Unit of the Anne Arundel County State's Attorney's Office for her outstanding efforts on behalf of the victims' in the Penamon auto manslaughter/homicide-while-impaired case. 

The award was presented at a ceremony commemorating National Victims' Rights Week, on Wednesday, April 28th in the historic courtroom of the Anne Arundel County Circuit Courthouse in Annapolis, Maryland.
