SCOPE OF SERVICES

November 22, 1983

I. PROJECT TITLE: Renovation of Lake Crescent Lodge and Adjacent Cabins

II. PROJECT LOCATION: Olympic National Park

III. BACKGROUND AND PROJECT DESCRIPTION:

A. Background

Lake Crescent Lodge (Singer's Tavern) is located in Olympic National Park in the State of Washington. The lodge complex is situated on the south shore of Lake Crescent on a land area known as Barnes Point, approximately twelve miles west of Port Angeles, Washington. The lodge complex was begun in 1916 as a two and one-half story wood frame structure by Mr. & Mrs. Al Singer and was known as Singer's Tavern.

Several additions to the building have occurred during the life of the lodge. These areas are currently used for dining, kitchen, lounge, and manager's apartment and office.

The main floor of the original building is presently used as the main lobby, gift shop, and resort registration. The second floor is available for guest and employee housing.

The immediate area surrounding the main lodge structure consists of one story cabins and support buildings. Three buildings are situated along the shore of Lake Crescent to the west of the lodge. Seven buildings are located to the east of the lodge forming the south side of a court area in front of the lodge. This complex is part of a designated historic district. The lodge was included in the park's list of Classified Structures in 1976 and will be nominated to the National Register of Historic Places by the Regional Director.

An Historic Structures Report is presently being prepared by the Park Service. This Historic Structures Report will be prepared in accordance with National Park Service Cultural Resources Management Guidelines and Management Policies. The final report, due for completion in April 1984, will synthesize and integrate documentary and oral historical evidence, physical evidence from the investigation of architectural fabric, and any pertinent data resulting from archeological investigation. It will contain an Administrative Data Section; a Physical History and Analysis Section containing a narrative and graphic description of the appearance, occupation, and use of the structure and its setting over time, a Statement of Significance of the structure and its relationship to national, regional, or local history, plus other necessary evaluations and recommendations; and an Appendix.

The Historic Structure Report is supportive of development work on the lodge and will satisfy compliance requirements on development work by discussing all treatment alternatives in terms of cultural resources legislative compliance procedures.

The preliminary draft of this report, titled "Development Standards and Guidelines for Lake Crescent Lodge, Fall 1983", will specifically address the historic fabric and guideline for the renovation work. It is attached to this Scope of Services as Appendix A.

This grouping of historic buildings forms the centerpiece of a larger concession operated facility. The total Lake Crescent Lodge facility is projected to include the lodge building, one hundred and ten overnight units, and support buildings. It will function as the main overnight area for visitors in the north portion of the Olympic National Park. The facility is operated under a twenty-year concession agreement with National Park Concessions.

B. Project Description

This project will consist of the renovation and replacement of the one-story cabin structures adjacent to the Lake Crescent Lodge; and the renovation and rehabilitation of the lodge building. All of the buildings are within the Lake Crescent Lodge historic area. All of the buildings are constructed of wood or wood/masonry materials. The buildings are all served with electric power. Heating of the buildings is varied, with electric resistance heating most prevalent. All the cabin structures have bathrooms.

Work on all buildings will include health and life safety work as well as rehabilitation for functional use. Health and life safety work includes building foundations, structure, electrical and mechanical code adherance, and life safety code compliance. Functional use work will include providing architectural and aesthetic qualities for the intended cabin and lodge uses conforming to the existing historical qualities. Handicapped access for this complex will be provided. Energy conservation measures will be included to permit year-round use of the buildings.

C. Other Influencing Projects

The section of Highway 101 from the eastern park boundary to the link with the newly renovated portion to the west of Barnes Point will be under major construction beginning December 1, 1983. This project is projected for completion by September 1, 1984. Delays in delivery of materials and access to the site from Port Angeles can be expected.

IV. SCOPE OF SERVICES

The following information will provide specific guidance for this renovation work including site and functional building use.

A. Site Rehabilitation

The buildings to be included in this project are located in an area of the Lake Crescent Lodge Complex. These buildings are located south and west of the main complex entrance road, north of Barnes Creek, and between Lake Crescent and the existing Highway 101. Additional buildings besides the ones included in this renovation project are within the project area. These are buildings 656, 657, 663, 666, 681, and 682, and are used by the concessioner as support buildings. These buildings will not be renovated. For the site development portion of this project, it shall be assumed that these additional buildings will be demolished.

The historic site development section of the Historic Design Guidelines Report should be utilized closely in developing the site alternatives. The design guidelines on page 9 of the report address specific items on new development, circulation, and plantings. The final design package should include the total area from the main access road line west to Barnes Creek. The lodge, cabins 661, 662, and 664, and the newly sited replacement of cabins 668 — 674 will be included.

B. Lodge Building Programming

The contractor shall be responsible for the completion of the program "Space Name" sheets. Space descriptive sections as Purpose/Function, Occupancy, Relationships, Activities, Special Considerations, and Notes will be completed. Square footages indicated are estimates based on inputs from the concessioner, alternate studies, and estimates required based on existing building spaces and the functions and occupancies required.

C. Cabin Renovation/Rehabilitation

1. Cabins 661, 662, and 664.

These cabins are located to the west of the lodge. Cabin 661 is a duplex unit and cabins 662 and 664 are single units. These buildings will remain and will be rehabilitated for the existing use of overnight visitor use. No building expansion is envisioned. Renovation will include all code compliance and energy conservation measures for year-round use. The Georgia Tech condition report as well as on-site inspection will be the basis for this renovation work

2. Cabins 668 to 674.

These cabins are located to the east of the lodge building. The buildings have duplex units, with four units having two bedrooms. All of these cabins will be replaced. The replacement units will retain the scope, scale and historic architectural character of the original cabins. Grouping of these units as well as specific siting will be determined by site development alternates developed under this project. It is not necessary that all 14 units be replaced exactly as presently situated. The historic site section of the Historic Development Guidelines Report should be used in siting of these replacement units. The historic site character including new development, site circulation, and plantings will impact on the cabin sites.

These replacement cabins should contain approximately the same square footage as the existing units with ten (10) one-room units with bath, and four (4) two-room units with bath. All cabins should meet all health, life safety, electrical and other appropriate codes. The designs shall be based on energy conservation measures for potential year-round occupancy.

Again the historic character and appearance is extremely important.

D. Lodge Building 254

The Historic Development Standards and Guidelines Report provides basic information on the lodge building renovation. This project is comprised of foundation correction work, health and life safety work as partially identified by Georgia Tech, kitchen/kitchen support expansion, functional use redistribution, and historic fabric renovation.

The following listing provides guidance on the various segments in the lodge structure.

Floor area segments to remain.

a. Two and one-half story original lodge building, built in 1914.

b. Two story lounge/manager's apartment building addition to the southwest of the original building, built in 1949.

c. One story wing addition to the southeast of the original building. This wing consists of a portion of the existing dining room.

Floor area segments that may be removed/renovated.

a. Link between the two two-story structures.

b. Southwestern section of the existing dining room.

c. Kitchen and kitchen support spaces.

The activity spaces to be included in the lodge building are as follows. Locations using the proposed space utilization layouts of the lodge should be followed. These layouts for both floors were based on knowledge of the present building uses, the visitation patterns, existing spaces, and recommendations from the concessioner. It will be used as the basis for the building renovation. Alternatives can be developed which present other spacial relationships. The majority activity/space areas to be accommodated are:

Specific characteristics of these spaces should be developed during the building programming phase of this project.

E. Completion Priorities

The following list separates the total project into elements. These elements have been listed in priority order of importance. It is the intention that all project elements will be designed with construction bid documents arranged to permit additive bidding procedures.

Due to the nature of the work involving a large building renovation, cabin renovation, and cabin constuction, separate bid packages could be utilized in order to accelerate completions.

1. Lodge building foundation and structural work.

2. Lodge life safety and code compliance work.

3. Lodge energy conservation.

4. Lodge heating and ventilating work on existing building sections.

5. New kitchen, kitchen support spaces, building link, and gift/registration spaces, complete.

6. Completion of functional space relocations and designated on the attached space layout drawing.

7. Renovation of cabins 661, 662, and 664.

8. Construction of exterior road alterations necessary for new cabin construction.

9. Completion of new utility supply lines if required for new cabin locations, connected to the feeder utility lines (water, sewer, and electric).

10. Completion of new cabins beginning with those closest to the lodge. (This element can be bid one cabin unit/cabin building at a time.)

11. Lodge historic structure detail rehabilitation.

12. Lodge sprinkler concealment.

13. Lodge accoustical work. For second floor units.

14. Exterior walks.

15. Exterior lighting.

16. Exterior landscaping.

F. It is anticipated that $630,000 is available for construction for this project. This assumes a 10% design fee. The plans and specifications shall be prepared to permit as much of the work outlined in the previous paragraphs to be accomplished as funds allow. The completion priorities shall be used to achieve this goal.

The $630,000 estimate is based on the following general project elements with an assumed contract award November 1, 1984. Building costs are assumed to have inflated by 7% per year from 1982 to November 1984.
