A preliminary professional report, published in 1965, offered alternative plans for preserving significant portions of south Biscayne Bay, the upper Florida Keys and the adjacent coral reefs to the east. This report discusses a proposal for developing a modified Plan 1, now considered the best of the three original alternatives.
