According to Tays, many locals approved of the tribes' plans to develop Crescent Bay because the tribes had done such good work with the Seven Bays and Keller Ferry concessions. Some county commissioners, on the other hand, resented the direct negotiations, which they viewed as the government granting preferential rights to Indians.
